The development of the project will be carried out in stages, from 2016 to 2021, and infrastructure construction will begin from the Central Administrative District, namely from the Boulevard Ring. There, the first 3840 access points will be launched by January 1, 2016.

But before that, the first City Wi-Fi networks will appear in test mode in the Eastern Administrative District. In total, about 8,000 public Wi-Fi routers will be installed as part of the project.

Switching between networks when the user moves will have to be carried out automatically, in a "seamless" way. Likun Zhao, Vice President of Technology and Marketing at Huawei, announced this earlier. It is Huawei that will supply the equipment for this project.

The preliminary cost of "Urban Wi-Fi" is 1.8 billion rubles. The state does not plan to be an investor in this project, therefore, Russian Broadcasting and Alert Networks name bank loans and commodity loans as sources of funding. For example, the same Huawei will supply its equipment according to this scheme.

The research company Price Waterhouse and Coopers believes that the project will pay off by 2021. At this time, the RSVO believes that more than 1.2 million residents of the city will use the project. By the 2018 FIFA World Cup, the company promises to complete 90% of all work, and it is planned to complete the infrastructure construction by 2019.

It is noteworthy that the city authorities not only do not want to invest in this project, but also criticize it. The working group of the presidential commission for modernization (headed by Igor Shchegolev) approved the project of the Federal State Unitary Enterprise "Moscow City Radio Broadcasting Network" (MGRS), which involves the creation of Internet access networks through radio points. The project involves Moscow and St. Petersburg and, according to preliminary estimates, will require a total of 16.52 billion rubles. A significant part of the investment (7.5 billion rubles) should fall on developers: they will install a “social outlet” in all apartments in new buildings and houses after overhaul, which requires changing existing building codes.

The proposed program is designed for 4 years. As part of it, it is planned to create a network that will combine Internet access services, broadcasting of public digital TV channels, radio programs (three in number) and the so-called "panic button", warning the population in case of an emergency. As part of the project, MGRS is going to cooperate with telecom operators that will provide Internet access at a speed of 128 Kbps.

Experts are quite skeptical about the MGRS project. It is emphasized that in this case it would be more desirable to build networks "from scratch", but not to modernize existing ones (which, however, have lost their significance). At the same time, of course, it is necessary to increase the volume of digitalization. But perhaps this proposal would be more relevant for the regions.
