The Labor Code of the Russian Federation (Article 91) establishes the obligation of the employer to keep records of the time worked by employees. For this, there are uniform forms the time sheet for 2019 (TURV), approved by the Resolution of the State Statistics Committee of 01/05/2004 No. 1. The use of these forms is not mandatory, so the employer can develop his own. Form No. T-13 is used most often, as it is used when automated processing credentials. The 2019 time sheet form is suggested below.

How to record hours worked

For any duration working day, regardless of the set modes, work time can be reflected in the accounting table in two ways:

  • by the method of continuous registration of attendance and non-attendance at work;
  • by registering only deviations (absenteeism, overtime, etc.).

If the duration of the working day (shift) is unchanged, only deviations can be registered, since the terms of the employment contract or the internal labor regulations determine the number of working hours for each day of work.

In the case when the number of hours worked on different days (shifts) may be different, for example, in the case of summarized accounting of hours worked, the method of continuous registration should be used. This will allow, after the end of the accounting period, to identify possible overtime work, as well as adjust the further involvement of the employee to work within the established for this category of the duration of hours worked.

Notes in the time sheet about the reasons for not showing up for work, part-time work or at the initiative of an employee or employer, reduced working hours, etc. are made on the basis of properly drawn up documents (certificate of incapacity for work, certificate of fulfillment of state or public duties , written warning about simple, application for part-time job, written agreement employee on in cases established by law, etc.).

How to fill out the calendar (timesheet) of working hours for 2019

When compiling, it is necessary to be guided by the Instructions for the use and filling out of the primary accounting documentation for labor accounting and its payment, approved by the Resolution of the State Statistics Committee of Russia dated 05.01.2004 No. 1 (hereinafter referred to as the Instructions). In this case, they are used. So, when reflecting the amount of time worked, an alphabetic (I) or digital (01) code is put in front of the employee's surname, and the duration of work is indicated in the lower lines. If the work according to the schedule falls at night, then it is possible to supplement the form with columns to indicate the necessary details.

Who fills out the timesheet

The time sheet, the blank form of which you could download above, is completed by an authorized person. If TURV is conducted separately for each division of the organization, then it is advisable when appointing responsible person issue an order in which to indicate the position, surname, name, patronymic of the employee responsible for drawing up the timesheet for each structural unit, and the person who replaces him during his absence.

Weekends and holidays in the report card for 2019

They are reflected in accordance with, where all the established holidays and their transfers are taken into account in accordance with Government Decisions. Days off for different categories employees vary depending on the work schedule set for them. The weekend accounting code in the document can be different. It depends on how the organization pays for these days, and on what basis they are provided.

The day off in accordance with the employee's schedule is indicated by an alphabetic (B) or digital (26) code. It does not affect fixed payment labor.

If, at the initiative of the company, employees receive an additional day off, and the company reduces their work rate per month, then the employees receive a full salary, and these days are not paid by the company. For such days, the report card provides an alphabetic (B) or numeric (26) code.

Another case when the company establishes an additional day off - employees leave for the day off, and the company pays for these days on average. It turns out that for the days worked, the workers receive a salary, and for the additionally paid weekends, the average salary. For such a case, the report card provides an alphabetic (OB) or digital (27) code.

Time sheet retention period

Such an accounting table is a document on personnel relating to the organization of labor, for which Art. 22.1 of the Law on Archival Affairs, a special storage period is established, namely:

  • five years from the end of the year in which it was drawn up, if only those employees who work in normal working conditions were taken into account in the report card;
  • 50 years from the date of drawing up the TURV, if it took into account the work of employees engaged in hazardous or hazardous work.

Accounting and taxes

Based on the data specified in the table, the accounting department calculates wages and various benefits. Also, these data affect the payment of taxes. Let's pay attention to the main risks.

When passing tax audits, including for income tax, the company must provide reliable data on the number of days and hours worked by each employee in order to confirm the correctness of the charges. If violations are found, the amount of income tax indicated in the reports will be recognized as incorrect, which will entail the imposition of penalties.

From the employee's earnings, the organization, as a tax agent, must find out whether this person is a tax resident of the Russian Federation in order to use the correct tax rate in the calculation. It is the report card that will be able to confirm the actual location of the employee in the country. This feature should especially be taken into account by those employers who send employees on business trips to Belarus or Kazakhstan, because when crossing these borders, no marks are made in the citizen's passport. If a disputable situation arises, the company will be able to prove that it applied the correct rate, withheld and accrued personal income tax in full.

Correct filling of the timesheet guarantees the company the ability of the FSS to deduct the costs of sick leave, because it will not be possible to officially confirm the number of days worked, which are extremely important in calculating these amounts.

The time sheet is designed to enter information about the time actually worked by employees of organizations. I must say that the time sheet is not strictly mandatory - in principle, it can be arbitrary, that is, each company is free to use its own time sheet when such a need arises. However, the form was developed and recommended for use by the State Statistics Committee of the Russian Federation and is preferred.

Who fills out the timesheet

The form is filled out either by an employee of the personnel department or by the head structural unit, or a timekeeper specially hired for this function. Based on the information entered into it, the specialists of the accounting department charge the employees of the organization with wages and other payments. In fact, the timesheet is one of the most important accounting documents. And if small companies can do without it, then large enterprises must keep such time records.

Depending on the system adopted at the enterprise personnel records, the timesheet can be formed either one for all employees of the organization, or in each department it can be kept separately.

The timesheet is a regular document, that is, every month you need to draw up a new copy, so the serial number of the timesheet will be equal to the serial number of the month in which it was created. The timesheet period covers all days of the month.

You can fill out the timesheet both electronically and in writing. However, after entering all the necessary information, it will still have to be printed for the signatures of the responsible persons.

Form T-13. Form features

Let's start with the T-13 form, which is now used much more often to keep a timesheet.

The unified form T-13 or electronic time sheet is well known to employees of the personnel department. This is not the only, but definitely the most common way to track hours worked. If you are keeping records manually, you should use Form T-12.

Timesheet is a familiar tool for tracking employee attendance. Form T-13 allows you to record in detail the reasons for not showing up for work, including student vacations during the session, advanced training and several types of disability leave. The period for which the document is filled out may be less than 31 days.

The completed T-13 is the basis for calculating salaries.

Format for filling out the timesheet in T-13

Unlike arbitrary tables of similar content, T-13 contains data about the enterprise, including the form of ownership and OKPO. The document number is affixed in accordance with the internal requirements for the maintenance of timesheets.

The name of the department is also indicated at the top. It must be remembered that the head of this department (even if filling out the timesheet is not his or her responsibility) should sign the completed form.

The order of employees is determined by the decision of the responsible person. The most common sorting is alphabetical, as in our example, but the option of arranging by personnel number is possible (column 3).

In column 4 we put marks by day:

I AM- (attendance) working day,
V- day off,
FROM- vacation,
RP- turnout on the day off (working off),
TO- business trip,
PC- training,
Havestudy leave with a call from an educational institution,
B- sick leave with sick leave,
T- unpaid sick leave without sick leave.

Under the mark I put the number of hours worked that day. In column 5, we summarize the number of I in the line and the number of hours. We get 4 values ​​for 2 half of the month. In column 6, we summarize the values ​​and get the final figure for the work for the month.

The number of hours for C, OT, K, B and other cases is not indicated in the fourth column. There are columns 10-13 for this.

Accounting for sick leaves, vacations or other absenteeism

Designation codes can be different (for example, numeric). The specific format of filling is not prescribed by law.

The X designation shows that we do not take into account this day: for convenience, the month is divided into two lines with unequal values. For months with 30 days (for example, November, the column will look like this (for convenience, the “non-existent” 31st number is highlighted in red):

Columns 7-9 indicate the payment code, the number of days and the type of charges. Our example uses codes:

  • 2000 - Common workday,
  • 2300 - sick leave (disability benefit),
  • 2012 - vacation.

Alternative solution

Some enterprises approve a slightly simplified version of the timesheet without detailing the reason for the omissions. Column 4 indicates only 2 codes:

  • I AM- working day,
  • N- unworked day.

This method can be inconvenient in that it does not record sick leave.

Special cases

  1. How do I complete the T-13 for staff attending conferences and other training events?
  2. Depends on the position of the enterprise. These days can be counted as workers (I), or they can be counted as advanced training (PC). The rate of payment may also vary.

  3. Can code I have a value for more than 8 hours?
  4. Yes. Maybe, if there is a special order on extended working hours. Overtime hours may be marked with a C.

  5. What is the difference between T-12 and T-13 timesheets?

The first is a manual attendance form. The second is electronically... Many accounting departments have now switched to T-13, since it can be automatically collected using a special program.

Form T-12

First of all, as in any other document of personnel records, you first need to enter the details of the organization in the timesheet: its full name with the OKPO code (you need to take it from the registration documents), organizational and legal status (IP, LLC, CJSC, OJSC), as well as the structural unit (department) for which this timesheet is maintained (if necessary).

Then you need to enter in the appropriate column the number of the document for the internal document flow, and also indicate reporting period that takes into account the given timesheet.

Numeric and alphabetic codes in the timesheet

This part of the timesheet includes alphabetic and numerical codes used to fill in the necessary information on employees, as well as their decryption. They must be entered in the main part of the time sheet in order to briefly and clearly reflect the amount of time actually spent by one or another employee at the workplace, as well as the reasons for his absence from work. If the specialists of the personnel department have a need to enter some additional codes in this form of the report card, they can be developed independently and entered into this table.

Time tracking in T-12

This section in the report card is the main one - it is in it that the working time is recorded. First, you need to enter the employee's serial number in the first column of this section, then, in the second - his full name (preferably the full name and patronymic so that there is no confusion and mistakes). In the third column, you need to insert the employee's personnel number assigned to him during employment (it is individual and never repeated).

There are two lines for each employee in the report card - they contain encrypted information about the presence or absence of the workplace on each calendar day of the month. In addition, it is immediately necessary to indicate the reason for the failure to appear at workplace if one has been installed.

The reason is indicated in the upper line opposite the employee's full name, and in the lower line - the number of hours actually worked, and if the employee did not appear at the workplace, the lower cell can be left empty.

The next step is to calculate the total number of hours and days actually worked for two-week periods, and at the end of the table, the result of the calculations for the month.


At the same time, you should carefully monitor that the total number of calendar days in a month coincides with the amount of work, days off and holidays indicated for each employee.

It should be said that sometimes the persons responsible for filling out the timesheet enter into it only those information that relate to the days when the employee was absent from the workplace. However, this option can lead to personnel and accounting errors, so it is not advisable to use it.

Date and signatures of responsible persons

After the time sheet is completed, the employee responsible for it must indicate his position, and also sign in the appropriate cells with a mandatory decoding. The time sheet must also be approved by the head of the structural unit or the director of the enterprise - also with an indication of the position and a signature with a decryption. What is the timesheet used for

Entrepreneurial activity involves compliance with a large number of rules delegated by law. On the one hand, these rules relate to relationships with representatives government agencies, on the other hand, with hired employees. In order to objectively assess the work of employees, the law requires business entities to keep a time sheet (a simplified form is presented below). Time table

  • Daily filling;
  • Entering information if necessary. For example, if an employee does not show up for work or is late.

Drawing up a timesheet is of practical importance. The information reflected in it is taken into account in the following cases:

  • objectivity of calculations when calculating wages;
  • contributes to the observance of labor discipline;
  • sets the standard for working hours by week;
  • helps to determine the amount of overtime;
  • serves as an indicator of business activity on holidays and weekends.

Thus, the accountant uses the timesheet to determine the legality of the accrued wages, personnel department gets the opportunity to track the performance indicators of the employee, and, if necessary, justify the collection or, on the contrary, the bonus.

In addition, during inspections by the labor inspectorate, the first step is to study the form of the timesheet, simplified or typical.

There is no timetable regarding the form strict rules... Each company has the right to use its own form in any form. From the side of the state there is only a recommendation - a form developed by the State Statistics Committee of the Russian Federation. It is not difficult to lead it.

Budget organizations use a specially developed form No. 0504421. The types of forms intended for everyone else are divided into two: T-12 and T-13.

T-12 is more useful for accounting, as it contains the data necessary for payroll. The T-13 is used where working time is recorded on an automated basis. In such organizations, employees are marked by showing passes or introducing special cards at the entrance.

The procedure for recording the timesheet in practice

Information is entered in a somewhat encrypted form - using abbreviated letter designations. Full list and the meaning of abbreviations is indicated on standard forms.

Filling out the time sheet header and the first three columns implies the introduction of the following information:

  • name of the company / individual entrepreneur;
  • the Department;
  • employee data;
  • personnel numbers of employees;
  • document number in the internal document flow;
  • reporting period;
  • designations and codes.

Weekends, sick leave, absences without good reason and no-show are displayed in paragraphs 4,5,6 and 7. It is important to remember that each mark on the report card must have a document confirming its veracity. For example, if an employee did not go to work due to illness, then for the marked days it is required sick leave... If it is noted that the employee worked overtime on some day, then an order from the management should be attached to this mark.

Legends in the timesheet

For convenience and clarity of information, the form is not filled in detailed description, but short designations and codes. The symbols of the timesheet are deciphered as follows:

  • the duration of the day shift - "I", designation code - 01;
  • the night shift will be displayed in the form of the letter "H" and under the number 02;
  • the employee's labor activity on a day off or a holiday is recorded under number 03 and marked "RP";
  • information about the amount of work performed by the employee during non-working hours is marked with the letter "C" and code 04 is assigned;
  • if the company practices a rotational work schedule, then it is entered with the designation "VM" under number 05;
  • business trips are marked under the number 06 and with the letter "K";
  • in cases where an employee is sent to training for the purpose of improving his qualifications, and, at the same time, is released from work, the sign "PC" is put on the form and numbered as 07;
  • if the previous item involves a trip to another city, then it is written as "PM" at number 08;
  • when the vacation time comes, each employee has an “OT” mark with the number 09 in front of his surname;
  • if the employee deserves it additional leave, then - "OD" - 10;
  • if the employee has fulfilled state duties, then it is necessary to mark with the letter "G";
  • Letter designations in the timesheet use the letter "B" to indicate the absence of an employee due to pregnancy;
  • time after the birth of the child and before the start of work - "OR";
  • decoding "ОЖ" in the report card means caring for a child who is less than 3 years old;
  • if the employee missed working hours - "P";
  • decoding "NN" in the report card - failure to appear at work without detailing the reasons. The designation is put then until the reason is clarified, after - the reason code;
  • if the employee has previously agreed on a failure to appear with the management, then the "A" icon is put;
  • leave provided in connection with studies - "OU";
  • the number of hours actually worked - "F".

There are also alternative approach to fill out the form. A simplified timesheet form allows for non-detailed records. In such cases, only two codes can be indicated before the name of the employee: the norm of the working day and the days of absence. Sick leave is not displayed here. In practice, this method is discouraged by accountants, as lack of information can lead to errors in payroll accounting.

The difference between work forms for a month: T-12 and T-13

The variability of document management raises questions before officials... For example, how is the timesheet filled out?

To begin with, it should be clarified once again that T-12 reflects the attendance of workers, and it is filled in manually. The T-13 is being conducted electronically. In practice, the T-13 becomes preferable, since electronic document simplifies the calculations.

It should be borne in mind that the method of filling out the forms does not imply strict rules. But the basic information should be reflected in a way that is understandable for specialists. An approach is considered correct, in which the forms are filled out daily, by checking each employee on the list, and not by fixing deviations - marking omissions and absenteeism. This will be as objective information as possible.

When the timesheet is completed, the information about the responsible employee is indicated at the bottom. The document is approved by the head or the head of the structural unit, and only then the date of filling out the form is put in it.

Labor law obliges employers to keep track of the time worked by employees. The hours worked should be taken into account by organizations, regardless of legal status, and individual entrepreneurs. What is a timesheet for?

The time sheet, approved by the decree of the State Statistics Committee of 01/05/2004 No. 1, helps the personnel department and accounting department of the enterprise:

  • take into account time worked or unworked hired worker;
  • monitor compliance with the working time schedule (attendance, non-attendance, lateness);
  • have official information about the time worked by each employee for calculating wages or compiling statistical reports.

He will help the accountant to confirm the legality of the accrual or non-accrual of salaries and compensation for each employee. Personnel officer - to track the attendance and, if necessary, justify the penalty imposed on the employee.

The time sheet refers to the forms of documents that are issued to the employee upon dismissal along with work book at his request (Article 84.1 of the Tax Code of the Russian Federation).

It should be noted that the unified forms of tables N T-12 and N T-13 from January 1, 2013 are not required for use. However, employers are obliged to keep records (part 4 of article 91 of the Labor Code of the Russian Federation). Organizations and individual entrepreneurs can use other methods to control the time spent by employees in their workplaces. But in fact, the format of the form developed by Gostkomstat is quite convenient and continues to be used everywhere.

Who maintains the timesheet in the organization

According to the Guidelines for the use and filling out of forms of primary accounting documents:

  • the time sheet for 2019 is drawn up and maintained by an authorized person;
  • the head of the department and the employee sign the document personnel service;
  • after which it is transferred to the accounting department.

As we can see, the rules do not establish the position of the employee who keeps the timesheet. Management has the right to appoint anyone to perform this task. For this, an order is issued indicating the position and name of the person in charge. If the order for the appointment of such an employee is not issued, then the obligation to keep records should be spelled out in employment contract... Otherwise, it is unlawful to require an employee to keep records. V large organizations such an employee is appointed in each department. He fills out a form within a month, gives it to the head of the department for signature, who, in turn, after checking the data, submits the form to the personnel officer. An employee of the personnel department verifies the information, fills out the documents necessary for his work on its basis, signs the timesheet and passes it on to the accountant.

In small firms, such a long chain is not followed - the time sheet is kept by a personnel worker, and then immediately transferred to the accounting department.

What is the difference between N T-12 and N T-13 Forms of the Timesheet

There are two approved forms of topics, one of them (T-13) is used in institutions and companies where a special turnstile is installed - automatic system controlling the attendance of employees. And the T-12 form is considered universal and contains, in addition, an additional Section 2. It can reflect payments to employees for wages. But if the company conducts settlements with personnel as separate species accounting, section 2 simply remains blank.

Completing the timesheet

There are two ways to fill out the timesheet:

  • solid filling - every day all attendances and absenteeism are noted;
  • filling in by deviations - only late arrivals, no-shows are noted.

For example, we will give instructions for filling out the T-13 form using the continuous filling method.

Step 1 - the name of the organization and structural unit

At the top, enter the name of the company (full name of the IP) and the name of the structural unit. This could be a sales department, a marketing department, Production Department etc.

Step 2 - OKPO code


OKPO - all-Russian classifier enterprises and organizations. Contained in the Rosstat databases, it consists of:

  • 8 digits for legal entities;
  • 10 digits for individual entrepreneurs.

Step 3 - document number and date of preparation

  • The document number is assigned in order.
  • The compilation date is usually the last day of the reporting month.

Step 4 - reporting period

The time sheet is handed over for the month - the period from the first to the last day of August in our case.

Step 5 - employee information

A separate line is filled in for each employee of the department.

  • Serial number in the report card.
  • Surname and position of the employee.

  • A personnel number is assigned to each employee and is used in all internal accounting documents. It is retained by the employee for the entire period of work in the organization and is not transferred to another person for several years after the dismissal.

Step 6 - information on attendances and number of hours

To fill in information about attendance and absenteeism of employees, abbreviated symbols are used. You will find a list of them at the end of the article in a separate paragraph. In our example, for the employee Petrov A.A. 4 abbreviations used:

  • I - attendance (in case of attendance, the number of hours worked is recorded in the lower cell);
  • On a weekend;
  • K - business trip;
  • OT - vacation.

Step 7 - the total number of days and hours for the month

  • In the 5th column, indicate the number of days and hours worked for every half month.

  • In the 6th column - the total number of days and hours per month.

Step 8 - payroll information

The wage type code defines a specific type of cash payment, encrypted in numbers. For a complete list of codes, see the end of the article. The example used:

  • 2000 - salary (wages);
  • 2012 - vacation pay.

  • Corresponding account - an accounting account from which the costs of the specified type of remuneration are written off. In our case, the account for writing off salaries, travel payments and vacation pay is the same.

  • Column 9 indicates the number of days or hours worked for each type of pay. In our case, the days of attendance and business trips are entered in the upper cell, and the days of being on vacation are in the lower cell.

If one type of remuneration (salary) is applicable to all employees during the month, then the code of the type of payment and the account number are written at the top, columns 7 and 8 are left blank, indicating only the days worked or hours in column 9. Like this:

Columns 10-12 contain the code of the reason for the absence and the number of hours of absence. In our example, the employee was absent for 13 days:

  • 3 days - due to a business trip;
  • I was on vacation for 10 days.

Step 10 - signatures of responsible persons

The report card is signed at the end of the month:

  • the employee responsible for maintenance;
  • the head of the department;
  • personnel worker.

How to mark vacations in the timesheet

Before you mark the vacation in the timesheet, it is important to know the following points:

  • what kind of vacation to put down;

Different types of leave are indicated in the report card with the following abbreviations:

When using both methods of filling out the timesheet symbol leave is affixed for each day the employee is absent. It's just that when using the continuous method, the rest of the days are filled with attendances (conditional code "I"), and with the method of accounting for deviations, they remain empty.
