must have a record of all the technical means available in the hospital, know their working condition, carry out their metrological maintenance in accordance with the established procedure, work out the calculation of the dismantling of technical means and their removal during the evacuation of the hospital, work as part of the evacuation commission.

The functional responsibilities of the other officials of the headquarters of the GO LPU are determined in connection with the situation and ongoing activities.

Spent functional duties are signed by the chief of staff of the civil defense facility and the executor and approved by the chief physician - head of the civil defense.

To solve suddenly arising problems, assess the situation, carry out preparatory measures, from among the members of the civil defense headquarters and, if necessary, with the participation of relevant specialists of the health facility, a task force numbering 3-4 people. So, when preparing a medical facility for evacuation, the operational group departs to the place of evacuation of the health facility during the preparatory period and ensures that all activities are carried out for the organized reception of the hospital and its deployment, accommodation of patients, staff and family members.

The created civil defense management body - the headquarters of the Civil Defense - carries out activities for the conduct of civil defense at the facility in accordance with the tasks assigned to it for civil defense.

Guided by the organizational instructions of the higher health authority for the preparation of civil defense for the year, an order of the head of civil defense "On the results of the preparation of civil defense of the health facility in the past year and tasks for the current year" is being developed at the facilities.

The order assesses the state of mobilization readiness of the governing body, the NASF (formations) and the MSS created at the facility, and, in general, the readiness of the healthcare institution for sustainable work in wartime. Positive examples of the implementation of measures that have taken place and those that have not been completed or carried out with the presence of shortcomings are noted, the officials who carried out these activities are indicated.

Organize informing the affected population about the situation;

Timely submit reports on the course of reception and placement of the population in the KChSiOPB;

Organize the preparation of the affected population for sending to long-term residences.

6.5. The deputy head of the TAP is responsible for the development of documentation, provision of the TAP with the necessary equipment and property, preparation of the administration and practical implementation of the reception of the affected population; for the deployment of TAPs and the work of the security team public order, mother and child rooms and a medical center. He reports to the head of the TAP and is the direct head of the entire administration of the TAP. In the absence of the head of the TAP, he performs his duties.

6.6. The Deputy Head of the TAP during daily activities is obliged to:

Study the order of deployment of PVR;

Organize the development of TAP documentation;

Organize the training of personnel;

Arrange training necessary equipment and property;

Prepare premises, inventory and means of communication in advance;

To carry out practical development of issues of notification, collection and functioning of the TAP administration;

6.7. In the event of an emergency, the Deputy Head of the TAP is obliged to:

Organize notification and gathering of TAP members with the start of measures to accommodate the affected population;

V set time to prepare the personnel, premises, communications and equipment of TAPs for the reception and accommodation of the affected population;

Carry out full deployment of TAPs and preparations for the reception and accommodation of the population;

Maintain contact with organizations providing transport for TAPs;

Supervise the work of the public order group, the mother and child room and the medical center;

Organize the provision of water to the affected population and the provision of medical care;

Provide information on the progress of reception of the affected population.

6.8. The head of the meeting, reception, registration and accommodation group is responsible for maintaining personal records, registering and accommodating the evacuated population, for summarizing, analyzing and presenting information about the arrival and accommodation of the evacuated population, for submitting reports to the KChSiOPB. He reports to the head and deputy head of the TAP and is the direct head of the personnel of the group.

6.9. The head of the meeting, reception, registration and accommodation group during daily activities is obliged to:

Know the guidelines for organizing the reception and accommodation of the affected population;

Develop the necessary documentation for the group on accounting and accommodation of the arrived affected population;

Study the order of arrival at the TAP of the affected population and the procedure for its accommodation;

Participate in exercises, trainings and inspections conducted by civil defense and emergency situations authorities.

6.10. The head of the meeting, reception, registration and accommodation group in the event of an emergency is obliged to:

Prepare the workplaces of the group and report on the readiness of the group to receive the population withdrawn from the zones of possible emergency situations;

Distribute responsibilities among group members;

Organize registration, registration and accommodation of the affected population;

Provide timely information on all changes in the situation to the affected population;

Report to the head of the TAP on the progress of reception and accommodation of the arrived affected population;

Transfer to the information desk the lists of the population accommodated in the TAC, as well as the lists of the population who left the TAC with the direction of departure;

Compile lists of the affected population for the chiefs and senior columns when sending them to points of long-term residence.

6.11. The head of the recruitment, dispatch and escort group is responsible for keeping records of transport and its distribution for the removal of the affected population to places of permanent accommodation, organized dispatch of columns accompanied by guides to the settlements of the region. He reports to the head and deputy head of the TAP and is the direct head of the personnel of the group.

6.12. The head of the acquisition, dispatch and escort group during daily activities is obliged to:

Know the guidelines for organizing the reception and accommodation of the affected population;

Organize the training of the personnel of the group;

To know what kind of transport, from which organizations is allocated to TAPs for the removal of the affected population, the procedure for establishing communication with the heads of these organizations;

Know the number of arriving affected population, routes and places of temporary accommodation of the affected population;

Develop the necessary documentation for the group;

To study the procedure for arrival at the TAP of the affected population and the procedure for its recruitment, dispatch and escort;

Participate in exercises, trainings and inspections conducted by civil defense and emergency situations authorities.

6.13. The head of the recruitment, dispatch and escort group in the event of an emergency is obliged to:

Upon receipt of an order to receive the population - prepare jobs, documentation of the group and report on the readiness of the group to receive the population withdrawn from the emergency zones;

Keep records of the allocated transport and its distribution for the removal of the affected population to places of temporary accommodation;

To carry out an organized dispatch of columns, accompanied by guides to the settlements of the region.

6.14. The head of the public order protection group is responsible for maintaining public order on the territory of the TAP, organizing the exit of the victims to board the transport or to the starting points of the walking evacuation routes. He reports to the Deputy Head of the TAP and is the direct head of the personnel of the group.

6.15. The head of the public order protection group during daily activities is obliged to:

Organize the training of the personnel of the group;

Participate in exercises, trainings and inspections conducted by civil defense and emergency situations authorities.

6.16. The head of the public order protection group in the event of an emergency is obliged to:

Participate in the development of a diet and food layouts;

Implement a systematic medical control for the quality of nutrition of personnel and the good quality of water;

Control the quality of food at the TAP food warehouse and at the food intake point, as well as the quality of cooked food.

6.19. The senior (senior) of the information desk is responsible for the timely provision of information on all issues of the work of the TAP to the victims who applied for information. He (she) reports to the deputy head of the TAP and is the direct head of the information desk staff.

6.20. The senior (senior) of the information desk in the mode of daily activities is obliged (obliged):

To have addresses and telephone numbers of the KChSiOPB, the nearest TAPs; organizations that allocate transport; know the procedure for establishing communication with the leaders of these organizations;

Prepare background documents.

6.21. The senior (senior) information desk in emergency mode is obliged (obliged) to give information to the affected population about the location of food points, medical organizations, post offices and savings banks, on the order of work of household institutions and their location, and on all issues related to the placement of the population at this TAP.

6.22. The psychologist is responsible for the psychological support of victims in emergency situations;

6.23. The psychologist is obliged in emergency mode:

Provide emergency psychological assistance to victims of emergencies:

Carry out activities for the rehabilitation of victims of emergencies.

6.24. Employees of the mother and child room are responsible for assisting women evacuated with young children, organizes the reception, registration and dispatch special transport pregnant women and women with young children after they receive a move-in order.
