1. General Provisions

The Production and Technical Department (PTO) is an independent structural unit and reports directly to the Deputy General Director for production activities.

PTO is created, reorganized and liquidated by order of the General Director.

The head of the VET directly supervises the activities of the department.

A person with a higher technical education in a specialty corresponding to the profile of the enterprise, with at least 5 years of experience in this production in engineering and technical positions, is appointed to the position of head of the VET.

Appointment to the post of head of the VET, transfer and dismissal are carried out CEO by agreement and petition of the Deputy General Director for Production Activities.

PTO in its work is guided by:

the Charter of the enterprise;

2. The main tasks of VET:

Organization of construction and reconstruction, preparation of production;

3. Structure of VET.

PTO consists of:

3. VET functions.

Development of projects for the production of works;

Drawing up requests for materials and equipment;

Checking applications of foremen for materials, registration (extract) of materials and equipment supplied by the customer;

Drawing up orders for the manufacture of products;

Monitoring the status of orders and the quality of their production.

2. Timely issuance to construction sites of working documentation, projects for the production of works, logs for the production of works and other specialized magazines, as well as the necessary documentation in accordance with regulatory requirements and customer requirements.

3. Implementation of technical supervision of construction:

Verification of compliance with the decisions developed in the project for the production of works;

Monitoring the timely delivery of work to the customer and regulatory authorities;

Development of measures to reduce the cost of construction and coordination of changes in design solutions with the customer and design organizations;

Solving current issues related to the production of works arising during construction.

4. Putting objects into operation:

Preparation of documentation on completed objects for the selection committee;

Control of timely delivery of works to the customer (signing of acts).

5. Work with subcontractors:

Current control of the volume and quality of the work performed, for their compliance with the approved design and estimate documentation, working drawings, building codes, standards, safety standards, the requirements of rational labor organization;

Monitoring the implementation of the work schedule;

Checking the WEP developed by subcontractors and monitoring compliance with the decisions made;

Monitoring compliance with the work schedule and timely delivery of work.

6. Participation in the work of the qualification commission for the assignment of categories to workers.

7. Acceptance of material reports, implementation of control measurements.

8. Taking pictures of the working day.

9. Calculation of orders for products, costing.

10. Consideration, study and implementation of calculations, carrying out the necessary coordination on the implementation of the design assignment in accordance with the information received from the customer for the design. Performs the graphic part of the project and its reproduction, in accordance with the requirements of the design and estimate documentation.

11. Calculates cost design work and preparation of documentation for payment.

Preparation and transfer to the customer of the finished project documentation.

12. Preservation of control copies of completed projects.

B) Estimate-contractual group.

1. Preparation and execution of contracts concluded with customers, contractors and subcontractors for the performance of construction and installation works. Coordination of budget documentation at the conclusion of contracts.

2. Receipt from customers, contractors and subcontractors of design and estimate documentation for production program and providing documentation of linear sections.

3. Preparation of local estimates, forms KS-2, KS-3 for construction and installation work at construction sites.

4. Participation in the preparation of work packages together with linear sections for the next month.

5. Preparation of contracts, estimates and other required documents to participate in tenders.

6. Conducting an analysis based on the results of participation in tenders for the period (6 months, 9 months, a year).

4. Rights and responsibilities of the head of the VET

The head of the VET bears full responsibility for the fulfillment of the duties assigned to the department in accordance with these Regulations.

The head and employees of the VET, within their competence, represent the interests of the enterprise in other organizations on issues related to production activities.

Require and receive from the divisions of the enterprise the provision of information and documents necessary to perform work that is within the competence of VET employees.

The head of the VET has the right to:

Submit proposals for consideration by the management of the JSC on measures to organize the work of the TVET in order to increase its efficiency;

Sign and endorse documents within their competence;

Report to the management of the enterprise about all the shortcomings in the activities of the organization (structural unit, individual employees) identified in the course of the performance of their duties, and make proposals for their elimination;

Involve specialists of the structural divisions of the enterprise in the performance of the duties assigned to him in cases where this is provided for by the Regulations of the structural divisions;

Request from the heads of structural divisions of the enterprise, receive and use information and documents necessary for the performance of their duties;

Require the management of the enterprise to assist in the performance of their duties and the exercise of rights.

5. The relationship of VET with other departments of the enterprise.

The PTO interacts with the structural divisions of the enterprise on issues within its competence, in accordance with this Regulation and the document flow in force at the enterprise.

Planning and Economic Department.

The planning and economic department (PEO) is the headquarters of all planned work at the enterprise. He carries out long-term and current technical and economic planning of production, maintains statistical records, sums up and analyzes the results of the production activities of the enterprise, workshops, divisions.
The planning and economic department organizes the work and manages the preparation of materials and the necessary initial data in all departments and services of the enterprise participating in the development of the technical and industrial financial plan. He draws up planned tasks for all shops of the main and auxiliary production and accepts their reports. The department organizes the preparation and implementation of cost accounting in the divisions and workshops of the enterprise, prepares materials for the conclusion of contracts for the supply of products, exercises control and methodological guidance of the workshop planning bodies and planning divisions of other departments (design department, chief mechanic department, etc.). Finally, the PEO maintains correspondence and contacts with the planning bodies of higher organizations.
The production and dispatch department (PDO), based on the tasks of the technical and industrial financial plan, develops nomenclature, production tasks for shops and production sites (with a non-shop management structure), sets deadlines and monitors the progress of these tasks.
In addition, PDO coordinates the work of all departments and services involved in providing production with everything necessary. An important task of PDO is the organization of rhythmic production and output. To this end, operational records of production are kept, dispatch control is organized, prompt measures are taken to eliminate emerging deviations from the plan.
Planners workshops-planning and dispatching bureaus (PDB) carry out intrashop planning. They issue production tasks to sites for short periods of time (a month or less), provide them with materials, systematically (daily) control the progress of production, keep records and reports on the implementation of the plan.
The most important tool for improving planning in industry and in every enterprise on present stage is the use of mathematical methods and electronic computers, the creation of automated production control systems (APCS).
Speaking about the introduction of automated control systems as the most important direction for improving planning, one should not forget that automated system- this highest form production management, which, however, is not a “cure for all diseases”. A high level of planning is impossible if the issues of specialization of the enterprise's production are not resolved, there is no rational organization of production and labor, or the cost accounting system is inactive.
Therefore, the improvement of planning is a complex problem that covers all aspects of the enterprise.

As in any enterprise, there is a planning and economic department, which is headed by the head of the planning and economic department, which belongs to the category of managers. Develops measures for planning reserves, organizes calculations of economic efficiency from measures for the enterprise and in general, makes calculations to determine the effectiveness of the introduction of new technology and rationalization proposals,

Provides preparation of periodic and daily reporting of production and economic activities and forms statistical reporting;

Makes a planned calculation of goods, products and services for the current year, broken down by quarters;

Performs calculations necessary to draw up current plans and applications for material resources;

Carries out bringing the norms and standards for the use of resources to the lower divisions of the enterprise and their periodic revision as technology improves and the organization of labor in production improves;

Conducts daily accounting of the implementation of technical and economic indicators for the enterprise and workshops.
