  1. GENERAL PROVISIONS

    1. This job description defines qualification requirements, duties, rights and responsibility of the head of the department of housing and communal services of the main department of the administration of the city of Tula in the Central Territorial District.

    2. I. General provisions

  1. The head of the housing and communal department belongs to the category of managers.
  2. A person with a higher professional education and at least 5 years of work experience in the specialty in housing and communal services is appointed to the position of head of the housing and communal services department.

II. Job Responsibilities

Head of housing and communal department:

  1. Organizes work on the safety and maintenance of the housing stock of the enterprise in accordance with the rules and norms of technical operation, ensures the uninterrupted operation of equipment and devices in residential buildings, the proper maintenance of external amenities, compliance with sanitary and fire regulations.
  2. Organizes work on the preventive inspection of the housing stock and its planned and extraordinary current repairs.
  3. Supervises the timely preparation of residential buildings for winter.
  4. Ensures the implementation of established plans and cost-effective housing management, timely receipt of apartment and rent.
  5. Organizes the development of measures to reduce operating costs and reduce labor costs for the maintenance of the housing stock.
  6. Takes measures to strengthen the material and technical base of the housing maintenance organization, the safety and proper use of equipment and materials.
  7. Ensures timely submission of economic and financial plans, estimates, accounting reports and balance sheets of the housing maintenance organization to higher authorities.
  8. Controls compliance with the terms of the conclusion of contracts for the rental of residential premises, as well as certification of the housing stock.
  9. Exercises control over the correct use, accounting and distribution of office space, as well as compliance with the passport regime.
  10. Receiving residents.
  11. Takes measures to provide the housing maintenance organization with qualified personnel, to make the best use of the knowledge and experience of employees, to create healthy and safe working conditions, to improve their living and cultural conditions.

III. Rights

The head of the housing and communal department has the right to:

  1. Get acquainted with the draft decisions of the enterprise management regarding the housing stock of the enterprise.
  2. Participate in the discussion of issues related to their official duties.
  3. Submit proposals to improve the performance of housing stock maintenance for consideration by the management of the enterprise.
  4. Interact with the heads of all (individual) structural divisions of the enterprise.
  5. Sign and endorse documents within their competence.
  6. Make proposals for rewarding distinguished employees, imposing penalties on violators of production and labor discipline.
  7. Require the management of the enterprise to assist in the performance of their duties and rights.

IV. A responsibility

The head of the housing and communal department is responsible for:

  1. For improper performance or non-performance of their official duties provided for by this job description - to the extent determined by the current labor legislation of the Russian Federation.
  2. For offenses committed in the course of carrying out their activities - within the limits determined by the current administrative, criminal and civil legislation of the Russian Federation.
  3. For causing material damage - within the limits determined by the current labor and civil legislation of the Russian Federation.
