The deadline for submitting reports on continuous monitoring to Rosstat is expiring. Statistical reporting of organizations, small businesses and individual entrepreneurs Rosstat reporting small business until April 1

To find out the list of forms and deadlines for submitting reports to statistics in 2018, see the table in the article. It is relevant for all companies, including the simplified tax system and small businesses.

The set of statistical reporting forms depends on:

From the recipient of information (most often Rosstat and regional offices);

Location of the organization and type of activity (there are federal and regional forms, general and sectoral, one-time or periodic);

From what type of observation it is necessary to submit a report - continuous or selective.

In the table at the end of the article you will find a list of common forms of statistical reporting.

For small businesses, Rosstat also approved special forms. Among them:

No. MP (micro) "Information on the main indicators of the activity of a micro-enterprise";

No. 1-IP "Information on the activities of an individual entrepreneur";

No. PM "Information on the main indicators of the activity of a small enterprise."

These forms, as well as sectoral reporting to statistics in 2018, are mandatory only for those entrepreneurs, small and micro enterprises that fall into the Rosstat sample.

Most simplified companies are small or micro enterprises. Therefore, they submit statistical reporting the same as for small businesses - forms No. MP (micro) or No. PM.

Each company can check what reporting in statistics in 2018 it personally has. Comprehensive information - in the service statreg.gks.ru. If you do not submit reports from this list, there will be a fine.

The list of forms is updated monthly. It is also used by the employees of the department to find out which report from which company to expect. If you do not report, the company can be fined a large amount. The standard fine is up to 70,000 rubles, and for a repeated violation - up to 150,000 rubles. (Article 13.19 of the Code of Administrative Offenses of the Russian Federation).

Go to statreg.gks. In the search card, fill in three fields:

"Type of notification";

TIN (or OGRN);

Security code.

Click the "Search" button and you will see the name of the organization. Next to it there will be a button "List of forms". Click on it and get a list of statistical reports specifically for your company. It contains not only the name, but also the frequency with the due date. You can also download the form for each form.

Rosstat confirmed that the list of reports in the service is exhaustive. The company does not have to submit any other forms. There is only one exception - if Rosstat separately informed the organization about additional reporting by letter, by phone or by phone e-mail.

To insure yourself in case of a dispute with Rosstat employees, save the list that the system issues. To do this, take and certify a screenshot of the screen. Experts of the department confirmed that a correctly certified screenshot can be used as a supporting document.

It's easy to form it. Press the PrintScreen or PrtScn button on your keyboard. Then open Word and press Ctrl + V. A photo of the web page will appear in the file. Save this file and then print the picture.

To certify the printout, include on it:

Date and time when the screenshot was generated;

Site name - statreg.gks.ru;

FULL NAME. the employee who displayed and printed the screenshot;

Data about the program with which it was formed.

It does not make sense for operating organizations to check information frequently. Rosstat suggests doing this once at the end of the year in order to get a list with reports for the next one. But for new companies during the first year of operation, it is safer to enter the service monthly.

statistical reporting on economic indicators collects and analyzes Rosstat. In the case of reporting to statistical authorities, the tax regime does not matter. Only the size of the business matters. Large enterprises are required to report to the department on a regular basis. Representatives of micro- and small businesses send reports only if they are included in the sample of the statistics agency.

What business is considered small

The criteria by which it is possible to determine whether a company is a small business are set by Federal Law No. 209-FZ of July 24, 2007 (and are also given in the letter of the Federal Tax Service of Russia of March 10, 2017 No. GD-4-14/4281). Let's outline the main ones. A company is classified as a small business if:
  • in her authorized capital participation share of others large companies does not go beyond 25%;
  • the average number of employees is not more than 100 people;
  • the income received at the end of the year does not exceed 800 million rubles.
For micro-enterprises, even more stringent restrictions have been introduced: in terms of the number of employees - up to 15 people, in terms of revenue - 120 million rubles.
Advice

A business owner can always check whether his company belongs to a small business or not. You can find out your own business status on the website tax service in the interactive register of small and medium-sized businesses.

Who will have to report to Rosstat

What reporting and when to send, according to Rosstat. Usually, a letter from the department with the form of the required report and instructions for filling it out comes to the post office. For an individual entrepreneur, the shipment arrives at the address of registration, and for a legal entity - at the place of registration of the company.
Advice

Be careful: regardless of whether your company belongs to the field of small business, be sure to send the annual balance sheet to Rosstat. The deadlines must be met by the end of March of the year following the reporting year.

What to submit

It is easy to find out which forms of statistical reporting a company needs to submit on the Rosstat website. To do this, go to the address and enter your company details (OKPO, OGRN, TIN). After clicking on the “List of Forms” button, a file will be downloaded with a list of statistical reporting forms that must be submitted to Rosstat, as well as the deadlines for submitting reports:
Advice

The list of reports for small companies may change annually, it all depends on the sample formed by the statistics agency. Therefore, at the beginning of the year, do not forget to check which reports you may need to fill out.

For example, the table shows that the company to which the request was sent needs to submit to Rosstat by January 20 information on the number and wages of employees, and by April 1 send a form with basic information about the organization's activities.

How to complete and submit a report

If the notice of the need to submit the report is received by mail, then filling out the report will not be difficult, since the form will already be inside the letter. If not, then you can download the appropriate form on the Rosstat website.

Reports for a statistical agency are a set of questions, both open-ended and offering a choice of answers, for example, to mark “yes” or “no”, therefore, there are usually no difficulties with filling in.
Send the completed report to your territorial statistics office. You can also find out the address of the desired branch on the website of Rosstat in the section "Territorial authorities (TOGS)".
You can hand over the report both personally and send a valuable letter with a list of attachments by mail. If the company reports to in electronic format, then also, via the Internet, you can send reports to Rosstat.

Can or should I report?

The opinion that it is possible not to submit reports to Rosstat is deeply erroneous. For ignoring the requirement to send or incorrect information in the reporting, a fine is imposed under article 13.19 of the Code of Administrative Offenses of the Russian Federation, namely:
  • from ten to twenty thousand rubles will pay individual entrepreneur, as well as "official" - the director of the company;
  • from twenty to seventy thousand rubles will have to be paid by the organization itself.
For repeated violations, the fines increase. An official can pay 30-50 thousand rubles, a legal entity - 100-150 thousand rubles.
Advice

If you are not sure whether you need to report, submit this or that form, it will not hurt to make additional inquiries at the local Rosstat authority. Even if you do not have the type of activity for which the department requested a report, it is better not to ignore the request, but at least send a letter with an explanation.

Follow the form

Pay attention to the statistical reporting forms themselves, unless they came to you along with the department's request. The Office periodically introduces certain changes into the forms, and not only of a technical nature.

So, already in May 2018, when submitting reports for 2017, it will begin to apply new form No. 1 (labor) "Information on the composition of the organization's costs for labor force"(approved by the order of Rosstat dated December 18, 2017 No. 839).

Another example - from January 1, 2018, form P-4 "Information on the number and wages of employees" is filled out according to the new rules (approved by order of Rosstat dated November 22, 2017 No. 772). For example, in average headcount now to include those who are on parental leave while working part-time or at home while still being entitled to benefits.

Tatyana Evdokimova, service expert SKB Kontur company

Until April 1, 2016, all organizations and individual entrepreneurs must submit a statistical form: legal entities- the form "MP-sp" (Information on the main indicators of the activity of a small enterprise for 2015), and entrepreneurs - "No. 1-entrepreneur" (Information on the activities of an entrepreneur for 2015).

Penalties for failure to submit reports to Rosstat in 2016

From 10,000 to 20,000 rubles. - this amount of the fine has been established for accountants, managers and individual entrepreneurs since 2016. Organizations, in case of failure to submit reports to Rosstat, will have to pay from 20,000 to 70,000 rubles.

Repeated violation will cost a fine in the amount of 30,000 to 50,000 rubles. for officials and from 100,000 to 150,000 rubles. for organizations ().

Form "No. 1 - Entrepreneur"

Available in three ways:

  1. in person (at the same time, the second copy must be marked with acceptance of the form, and the second copy remains with you);
  2. by mail (the address of the branch can be found on the website of Rosstatby entering the name of the city in the "Search" line);

Consider the sections, the completion of which raises questions.

  • Title page

It fills in the details of the organization, which can be viewed in the Certificate from the IFTS.

The OKPO code is indicated in the Notification from statistics, which is issued upon registration of an individual entrepreneur.

  • Section 1

Here you will need to indicate how many months you worked, what tax regime you applied, as well as the average number of employees.

  • Section 2

Revenue is entered here (can be viewed in the declaration sent to tax office). If you conduct several types of activities, then the revenue is indicated for each type of activity separately.

Codes of activities can be found in the extract from the USRIP.

Also, Section 2 includes such an indicator as fixed assets, if they are used in entrepreneurial activity(machines, furniture, equipment, vehicles, buildings and structures, office equipment, etc.). You must enter the purchase amount. In a separate field, you should indicate the value of funds that were acquired in 2015.

  • Section 3

Specifies whether you are a recipient state support and do you know about government programs to support entrepreneurs.

After the tear line, you must fill in your data and sign. Print the form in two copies and submit it to Rosstat.

Form "MP-sp"

There are additional sections on this form that are not on the No. 1-Entrepreneur form.

  • Section 2

It indicates not only the average number of employees, but also the amount of accrued wages. Almost all amounts are indicated in thousands of rubles. This means that if the salary for the year was 700,000 rubles, then the number 700 must be entered in the form.

Additionally, data on the costs of production and sale of goods are entered. In accounting, this information is reflected in the credit of accounts 10 and 41, respectively.

It is important not to forget to provide information if your organization provided paid services to the public and bought or sold goods or services outside of Russia.

Sales proceeds can be viewed in the Accounting Statements on the sheet “Report on financial results».

If you were producing construction works, then you will need to specify the data in sections 2.7. and 2.8.

Section "Fixed assets"

Line 35 indicates the Initial cost of fixed assets (Balance on account 01 as of 01/01/2015).

In line 36 - The initial cost of fixed assets (Balance on account 01 as of December 31, 2015).

In line 37 - Residual value (difference between the balance of account 01 and account 02 as of December 31, 2015).

In line 38 - the cost of acquired or created fixed assets in 2015.

Questions about state support are the same as for individual entrepreneurs.

Detailed instructions for filling out the form "No. 1-entrepreneur" and the form "No. MP-sp" are published on

Entrepreneurs in our country are obliged to report on their activities not only by the tax, PFR and FSS. In addition to these bodies, each of the entrepreneurs is monitored by Rosstat, which examines the indicators of economic development.

Small business reporting to Rosstat is selective. Every year, statistical officers draw up a sample, include entrepreneurs they are interested in, and send out letters notifying them that a report must be submitted. Unlike the others, in the same letter they send a form that needs to be filled out, and even instructions for filling it out.

It is good if the entrepreneur receives letters at the address indicated in the registration documents, and the letter arrives in advance, before the deadline for reporting.

You can hope for the Russian Post, but it's better to play it safe and take the initiative yourself - if only to find out if you need a report this year.

You report according to the annual sample only if you are a "small enterprise" or "micro enterprise". This fact can be clarified on the tax website by entering your TIN, PSRNIP or full name in the rmsp.nalog.ru register. If you belong to another category, then reporting is mandatory for you.

Reporting to Rosstat is similar to a questionnaire, so it is easy to fill it out yourself. Take the completed statistics form to your department of Rosstat. The address can be found on the official website: select your region in the section "Territorial authorities Federal Service state statistics” at the bottom of the page.

You can also send a report by mail with a list of attachments or electronically via the Internet using a special service for sending reports.

By the way, you can prepare and submit reports to Rosstat very quickly and easily using the My Business online service - Internet accounting for small businesses. The service automatically generates reports, checks them and sends them electronically. You will not need to personally visit Rosstat, which will undoubtedly save not only time, but also nerves. You can get free access to this service at the link.

If you go to take it in person, the employee of Rosstat is obliged to accept the report from you and put a mark on its acceptance on the second copy. If you send the report by mail, the proof that the report was sent by you on time will be the remaining copy of the attachment inventory with the postmark affixed to it with the date of sending and the attached payment receipt postal item. If you are submitting reports electronically, also check that you have been sent a receipt for receipt of the report.

If the company has no income, then instead of zero reports, it is enough to write a letter about the lack of activity in a free form.

Starting from the reporting for 2017, it is necessary to indicate new OKVED.

The requirements of Rosstat on the provision of statistical forms should not be ignored. Article 13.19 of the Code of Administrative Offenses of the Russian Federation provides for penalties for failure to provide reports, late provision or provision of false information. For individual entrepreneurs, a fine in the amount of 10,000 to 20,000 rubles is provided. In case of repeated violation - a fine from 30,000 to 50,000 rubles.

By the way, cases of offenses related to the provision of statistical reporting are considered directly by the territorial bodies of Rosstat.

If an entrepreneur was not included in the sample list (statreg.gks.ru), then he cannot be held liable. The proof can be a screenshot of the screen that the businessman is not on the lists.

An exception is the case when the IP was warned in advance in writing about the observation.

Companies and entrepreneurs who are required to keep accounting records must submit a mandatory copy of their annual accounting (financial) statements to Rosstat no later than April 1. About what forms are included in the reporting and how they can be sent to Rosstat, Ekaterina Tarenkova, system development manager "" at SKB Kontur, recalled.

The composition of the reporting and the timing of its submission

Mandatory annual copy financial statements must be submitted to the statistical authorities no later than three months after the end of the reporting period (clause 2, article 18 federal law dated 06.12.11 No. 402-FZ), that is, no later than April 1.

Accounting includes:

  • for commercial organizations— balance sheet, income statement and appendices to them (Article 14 of Law No. 402-FZ);
  • for non-profit organizations - a balance sheet, a report on the intended use of funds and annexes to them (Article 14 of Law No. 402-FZ);
  • for small businesses - simplified forms of the balance sheet and income statement (letter of the Ministry of Finance dated 03.04.12 No. 03-02-07 / 1-80; see also ""; ""; "").

Economic entities that are subject to mandatory audit (see "") must also submit an audit report on financial statements. It is submitted either together with the report or separately. It must be submitted no later than 10 business days from the day following the date of the audit report, but no later than December 31 of the year following the reporting year (clause 2, article 18 of Law No. 402-FZ).

How can you report

Submission Order legal deposit financial statements approved by order of Rosstat dated 31.03.14 No. 220. The document provides that reporting can be submitted in three ways:

If you report electronically, please note that the audit report is not part of the formalized files. It must be sent separately from the forms themselves through the informal workflow service. For example, in the "Kontur.Extern" system, you need to select "Rosstat" / "Write a letter".

The name of the file must contain the OKPO code of the economic entity that is subject to mandatory audit, with the extension pdf, tif, jpg.

Annual statistical forms

In addition to the mandatory copy of financial statements, it is necessary to submit statistical forms to Rosstat, including annual ones. Most of them are due in April.

The list of statistical forms that must be submitted depends on the type of business entity (large, medium, small enterprise, non-profit organization, authorities, micro-enterprise, individual entrepreneur), type of activity, as well as a number of other parameters.

If you do not know which forms you need to submit, use the formstat.info service.

You can fill in statistical forms directly in the system electronic reporting. For example, users "" need to click "Rosstat" / "Fill in the system" and select the desired form using the search bar.
