First, cut out the base of the desired size in the form of a donut from cardboard. Now, on this basis, with the help of a glue gun or wire, you need to fix the spruce branches in a circle. And the easiest way to make a ball is to crumple up a sheet of newsprint and wrap it with wrapping paper.
