According to media reports, responsible officials, press services of enterprises involved in the creation of the aircraft, it seemed that the deadlines would be met, and if not in the middle of summer 2017, but before autumn, the aircraft would take to the skies.

The first bell rang in September 2016. On September 16, Dmitry Savelyev, director of the Il-112V program directorate at IL, announced that the final assembly of the first flight prototype would be completed in early 2017. By mid-2017, the cycle of workshop and airfield testing should be completed. The first flight must take place no later than July 1, 2017. “The work is being carried out according to the racing schedule, in accordance with the terms of the state contract. The schedule provides for the lifting of the first prototype in mid-2017. Work is proceeding strictly according to this document,” said Dmitry Savelyev.

At that time, the word “forcing” was not given any importance, although problems were already visible in the application itself - how can the schedule be forcing if it is observed in accordance with the terms of the state contract? That is, even then it was clear to the officials that they did not meet the deadlines.

A month later, in mid-October, Aviation of Russia reported another problem that hindered the implementation of the project. Incomplete digitization of design documentation was revealed. In particular, the Voronezh Aviation Plant received design documentation for the wing, tail and engine nacelle in digital form, and for the fuselage - in paper form.

An even more significant problem was the manufacture of the aircraft wing. The wing of the Il-112V consists of long panels of a complex profile. The wing has a span of 27.6 meters. Instead of two separate consoles connected to the center section, the whole wing of the Il-112V is mounted on top of the fuselage with the help of power elements and special fasteners. Previously, a similar wing design was not used on domestic transport aircraft. This design solution allows to reduce the weight of the aircraft and increase its economic efficiency.

VASO specialists stated that the manufacture of long panels (20 meters each) is a great challenge for the enterprise and suggested changing the wing design to simplify its manufacturing technology. The designers of PJSC "Il" stated that the wing cannot be redesigned.

We do not know if any changes were made to the wing design, but such facts even then - more than six months before the planned first flight of the aircraft, caused wariness and fears that the deadlines would not be met.

In order for the aircraft to take off for the first time on July 1, its roll-out had to take place at least in January 2017. But neither in January, nor in February or March did the aircraft leave the final assembly shop. And in April, VASO hosted an off-site meeting, which was attended by UAC President Yuri Slyusar and First Deputy Prime Minister Dmitry Rogozin.

Having visited the assembly shop and got acquainted with the progress of work, Dmitry Rogozin wrote on Twitter: “Due to the delay in preparing the aircraft for the first flight, I demanded that a pre-race schedule of work on the new machine be submitted.” And according to the photographs that were taken in the assembly shop, it was possible to draw an unambiguous conclusion that in 2017 the plane would not fly anywhere, and when it did fly, it was not known - a half-assembled car was standing on the stocks.

In the first half of this year, the aircraft was put under current and checked for leaks, now debugging and checking hydraulic and air systems, air conditioning, barometry, tuning software and flight control systems. But these plans may not be fulfilled. On Sunday, July 8, the WarGonzo telegram channel, citing its sources in the General Staff of the Russian Defense Ministry, reported that the Il-112V project could be closed. The channel writes that the development turned out to be crude and designed with a large number of technical errors. Thus, the permissible overload of the experimental model, instead of the normal tolerances of up to 10%, is almost 40%, that is, about three tons. Entering serial production is possible only after correcting these errors, which requires additional money and time.

Sources WG does not rule out that due to the current situation, the Ministry of Defense may refuse further funding for the project.

Problems with the implementation of the Il-112V project may cause personnel decisions to change the head of PJSC "IL" Alexei Rogozin, who discovered technical problems when he headed the holding in May 2017.

Yes, and with the IL-96, not everything is in order, created for the raw PS90, it was clearly not calculated on demand. Of course, they also created a variant with PW, only for some reason the military, but where are the Tu-204-120 engines and other suitable thrust, but this is secondary. Why was it necessary to create a shortened version of the IL-96-300?
This did not affect the range of the presidential board in any way, why was it cut off? And here commercial efficiency was depressing.

Why was intermediate remotorization needed at PS by 2025? Yes, and the military needs the dimensions of the cargo An-124, which the design bureau was not interested in, but in vain, often the An-124 carries 20 tons of bulky cargo.

History of creation

Design Bureau of the Aviation Complex named after S.V. Ilyushina took up the project of a light transporter back in the early 90s. At first, the development was financed from its own funds, in the future it was supposed to continue the program with the proceeds from the sale of Bashkir oil. But these plans failed to materialize.

The Ministry of Defense of the Russian Federation held a competition in the spring of 2004 for the best light military transport aircraft and Design Bureau named after. S.V. Ilyushina won this competition. In 2006, it was assumed that it would take to the air, and in the next 2007, an initial batch would be released.

The assembly of the aircraft was supposed to take place at the Voronezh Aviation Enterprise, where everything slowed down and only by 2010 it was supposed to assemble an experimental aircraft, and start serial production in 2011. It is known that at that time Serdyukov was the Minister of Defense and he was not very worried about the state of our aircraft fleet, so the funding was stopped and the Design Bureau was offered to find funds to continue the project.

Only with the arrival of Defense Minister Sergei Shoigu, funding was resumed and the first prototype vehicle will be ready in 2017 for state tests. In 2016, in the summer, the model was tested for flutter, and in December of the same year, it is expected to manufacture one flight copy and one life copy for static testing.

The parent company that assembles the aircraft is the Voronezh Joint-Stock Aircraft Building Company, supplies parts of the fuselage, hatches and doors joint-stock company Aviastar-SP, Klimov Joint-Stock Company is responsible for the manufacture of TV7-117ST engines, while Aerocomposite supplies parts and assemblies made of composite materials.

The aerodynamic scheme is traditional for modern transport aircraft - it is a monoplane with a high location of a straight trapezoidal wing, a power plant of two engines on the lower surface of the consoles and a T-shaped tail unit.

Effective mechanization of the wing consists of single-slotted flaps and ailerons, one on each console. The flaps are extended using the original kinematic scheme and provide proper aerodynamics in takeoff and landing modes.

Relatively small aerodynamic drag and sufficient controllability is ensured by a small area of ​​the tail, which works effectively in a T-shape as a result of its removal from the flow bevel with the flaps extended.

Fuselage compared to and An-74 has an enlarged cargo cabin, which allows transporting not only various military equipment, but also standard air containers for cargo on air pallets. In addition, the onboard airborne transport equipment makes it possible to autonomously load and unload the aircraft using two hoists moving along one rail in the center. cargo cabin and an electric winch at the front wall of the cargo compartment.

Standard aviation containers on pallets move along roller tracks and are secured with locks that ensure safety during emergency landings and emergency situations. NPP Aerosila has developed propellers for engines with a pulling force with a diameter of 3.9 meters, which have a low noise level. Later, it is planned to install VK-3500 engines on the transporter, developing power on takeoff of 3.5 thousand hp.

The landing gear of the aircraft is tricycle, the main legs are retracted by pulling upwards into the fairings on the fuselage, the front one folds back into the hull niche. On the main landing gear, a unique suspension design is used - swinging shock absorbers.

The crew includes three people - two pilots and an airborne equipment technician. Pilots are placed in the cockpit, and the place of the technician is in the cargo hold. Modern avionics and aircraft equipment allow you to fly in automatic or manual mode. For flight control, work power plant and aircraft systems in the cockpit are equipped with color digital displays.

It is significant in this project that the new light military transport aircraft will be a truly Russian aircraft, all parts and assemblies, all components necessary for its manufacture of our own, domestic production.

I would like to believe that a golden time has come for our manufacturers, allowing us to build new projects without looking back to the West, without bowing and depending on suppliers of various technologies and materials that we can and should install and produce in our country.

As you know, in Russia there are two troubles - no, not fools and roads. Our two main problems are corruption and bureaucracy. Actually, for this reason we do not have good roads, and fools are not our main problem, fools are everywhere. Why are we, dear friends?

The fact is that on the eve, either within the walls of Ilyushin, or in the Ministry of Defense itself (we will try to figure this out below), a serious scandal erupted. The reason for the contention was the new military transport aircraft Il-112V. Recall that this is the first aircraft of this type, which is created from scratch by Russian specialists. As you know, before the collapse of the USSR, we successfully interacted with Ukrainian engineers through Antonov Design Bureau.

After the collapse of the Union, we still used Soviet developments for some time - in particular, the An-24 and An-26 served us faithfully for a long time. But everything has its expiration date, so the aircraft of this model have served their time. Even before the An-24 and An-26 were preparing to retire, we were faced with the question of how we could effectively replace the retired aircraft. A military power will not buy ready-made equipment for the army abroad.

So the IL-112 project was born. As planned by the developers, the Il-112 was to be produced in two versions: for civil aviation and a military transport version of the model. The design of the aircraft began back in the nineties at the expense of the Ilyushin Design Bureau. It was assumed that a promising development could be useful for the Ministry of Defense in order to be embodied in a working model in the future, which would enter the service of the Russian army. At the beginning of the 2000s, the Il-112V project won the competition for the development of a military transport aircraft. To finance the project, the Ministry of Defense allocated funds for a period of ten years. It was originally planned that the first sample of the Il-112 would take to the skies as early as 2006.

But as it often happens, as soon as funds are allocated from the state for something, all the deadlines for the delivery of the project are mysteriously repeatedly broken. Remember the construction of stadiums for the World Cup. In this regard, the IL-112 was no exception to the sad Russian tradition. All this fuss led to the fact that in 2010 the Ministry of Defense sharply reduced funding for the project, and years of work went nowhere. The project was on hold.

Even stranger news came in May 2011, when it became known that the Ministry of Defense decided to abandon the development of the Il-112V. Instead, it was decided to purchase seven An-140 "trucks". Fortunately, in the end, we did not purchase Ukrainian aircraft, instead, in 2013, the Ministry of Defense again remembered their own promising development. The Air Force Command was able to justify the need to implement this project, and funds were again allocated for the development of the aircraft. At the end of 2014, a contract was signed between the Ministry of Defense and the Ilyushin Design Bureau for the creation of the Il-112V. Thus, only at the beginning of 2016, work was resumed. At the end of the same year, the fuselage of the aircraft was assembled, a month later, in January 2017, the wing was assembled, and the first engines were installed in April. In April 2018, the aircraft was put under current in Voronezh in order to check the performance of the systems. It was assumed that the first flight of a prototype aircraft will take place before the end of 2018. And the mass production of the Il-112V will begin in 2019 - Voronezh promised to produce 12 aircraft a year.

It would seem that everything is going according to plan, and this time we will definitely be able to implement the project within the specified time frame. But it was not there! In March 2017, Ilyushin changed CEO. The new manager was Alexei Rogozin, 33, son of Dmitry Rogozin. As it is now becoming clear, this appointment preceded the grandiose scandal associated with the development of the Il-112V. More recently, it turned out that the aircraft was completely unprepared to pass full-fledged tests on time. And, the saddest thing, the project to develop a military transport aircraft may soon be completely closed. And this is after at least ten years of work on the Il-112V. The reason lies in the fact that the funds have long been mastered, and the sample is not ready. In particular, it turned out the following:

1) The aircraft was designed with a lot of technical errors.

2) The development of the aircraft still requires funds - and there are not so many of them left in the defense department. Recall that earlier Putin signed a decree on reducing the military budget.

3) As a result, in order to enter serial production, it is necessary to invest a lot of money, since the IL-112V requires significant improvements.

In addition, there is another very unpleasant moment here. Those responsible for the development of the Il-112V will be forced to admit that all this time they have been deceiving the president, reporting on the stage at which the development of the aircraft is. Now it becomes obvious that to put the Il-112V into mass production in next year does not seem possible. A grandiose scandal is already brewing in the department and personnel decisions are being prepared. The other day it became known that Alexei Rogozin, the general director of Ilyushin, could be fired as early as this week (July 9-13). As for Rogozin himself and his possible resignation, there are two versions of what is happening:

First. Rogozin for Last year revealed numerous technical errors and uncovered established corruption schemes. Now, when this story threatens to reach the level of the president, the young specialist decided to quietly remove more influential groups.

Second. The reverse situation is also not ruled out - a young specialist Rogozin found an illegal source of enrichment. Therefore, the blame for what is happening around the IL-112 project lies with him directly. That is, the misappropriation of budgetary funds in the enterprise itself.

Which of the two options is true - we do not know. Another thing is clear - another promising project under the weight of corruption schemes risks to cease to exist. Meanwhile, our servicemen are waiting for the first Russian military transport aircraft Il-112V ...

Domestic aviation is experiencing better times. An-12 and An-26 are already obsolete, but there is still no new, modern light transport aircraft among domestic vehicles.

The situation may change in 2019, when it is planned to start mass production of the Il-112. Today it is being actively tested.

Development history

The Il-112 aircraft began to be developed in the 90s, the authorship belonged to the aviation complex. S. V. Ilyushin. Back in 1994, its serial production was planned, and the developers expected to create a replacement for the Tu-134 and Tu-154. But the economic reality pushed back the dreams by several decades.

In 2004, it seemed that the project had found a second life, having won the competition of the Ministry of Defense of the Russian Federation, held for a light transport vehicle. However, funding suddenly stopped, and the next time the unfinished project was remembered only in 2013.

As a result of negotiations between the parties, work resumed. It required not only assembly and refinement of the sample, but also the introduction of modern achievements of science and technology into already developed designs. Therefore, only 06.2015 technical documentation provided to the customer for protection, and on 10. 2016 representatives of the Ministry accepted the first sample of the prototype unit.

The first flight was supposed to take place in the summer of 2017, but equipment problems slowed down work. In order not to slow down, it was decided to produce 2 prototypes, launch the first one in early 2018, and in 2019 provide them to the customer. In the same 2019, it is planned to start mass production.

In total, they expect to produce 300 such aircraft for the needs of the army and civil aviation.

The model is a monoplane - a design with one pair of wings. In this case, they are located quite high. Three landing gear are located under the body (fuselage). The plane needs 2 pilots. When transporting passengers, it is able to transport 44 people, cargo - 6 tons. For loading, a hatch in the tail section is used. The complex of electronic equipment, or, as it is called in the aircraft industry, avionics, is domestic, but it is planned to install a foreign analogue if the customer requires it.

KRET, a branch of Rostec, is working on a defense complex that will protect against air-to-air and surface-to-air missiles, which will increase the combat qualities of the aircraft. It is planned that the promising development will remain relevant until 2025. The basis was the complex "Vitebsk". The plane itself will be assembled in Voronezh, at VASO.
