In order to organize a system of project management of informatization activities in the Ministry of Finance of the Russian Federation and in pursuance of the Resolution of the Government of the Russian Federation dated May 24, 2010 N 365 "On the coordination of activities for the use of information and communication technologies in the activities of state bodies", as well as the order of the Ministry of Communications and mass communications of the Russian Federation of April 24, 2013 N 96 "On the approval of guidelines for organizing a project management system for informatization activities in government agencies",

I order:

1. To form the Commission on Informatization of the Ministry of Finance of the Russian Federation.

2. Approve the attached:

Regulations on the Commission for Informatization of the Ministry of Finance of the Russian Federation;

Composition of the Commission for Informatization of the Ministry of Finance of the Russian Federation.

3. Control over the execution of this order shall be entrusted to the First Deputy Minister of Finance of the Russian Federation TG Nesterenko.

1. The Commission for Informatization of the Ministry of Finance of the Russian Federation (hereinafter referred to as the Commission for Informatization) was established in accordance with the Regulations on the Ministry of Finance of the Russian Federation, approved by the Government of the Russian Federation of June 30, 2004 N 329, in order to ensure concerted actions and the implementation of uniform approaches to organization of information management processes of the Ministry of Finance of the Russian Federation (hereinafter referred to as the Ministry).

2. In its activities, the Informatization Commission is guided by the Constitution of the Russian Federation, federal laws, other regulatory legal acts, orders of the Ministry and these Regulations.

3. The Informatization Commission performs the following functions:

considers and approves the strategy for the development of information and communication technologies of the Ministry;

considers and approves the list of informatization projects;

considers and approves the schedule for placing orders for the supply of goods, performance of work, provision of services for state needs in terms of the purchase of goods, the performance of work, the provision of services necessary for the implementation of informatization projects;

coordinates and controls the planning and implementation of informatization projects;

considers and submits proposals on the lists of functional, technical, quality, performance characteristics for the purchased goods, works (services) performed, necessary for the implementation of informatization projects;

considers and approves plans for informatization projects from the approved list of informatization projects, including information on the content of the informatization project, on the main time and cost parameters of the informatization project;

carries out the formation of an annual report on the implementation of informatization projects, and also ensures its publication on the official website of the Ministry;

considers legislative and other documents on the organization of a project management system for informatization activities in government bodies, including the minutes of the Council for the implementation of project management in federal executive bodies and bodies state power constituent entities of the Russian Federation, created in accordance with the order of the Ministry of Economic Development of the Russian Federation dated June 5, 2013 N 304.

4. The Informatization Commission consists of the Chairman of the Informatization Commission, the Deputy Chairman of the Informatization Commission, members of the Informatization Commission, the executive secretary of the Informatization Commission.

5. Chairman of the Commission on Informatization:

manages the activities of the Informatization Commission and organizes its work;

approves the agenda and holds meetings of the Informatization Commission;

distributes responsibilities among the members of the Informatization Commission;

approves the work plans of the Informatization Commission and reports on their implementation;

gives instructions on the creation of the working groups of the Commission, appoints the heads of the working groups of the Commission, approves the composition of the working groups of the Commission and determines the procedure for their activities.

6. In the absence of the Chairman of the Informatization Commission, the meetings of the Commission are held by the Deputy Chairman of the Informatization Commission (hereinafter - the presiding officer).

7. The executive secretary of the Informatization Commission prepares the meetings of the Informatization Commission, communicates the work plans and agendas of the Informatization Commission meetings to the Informatization Commission members, informs the Informatization Commission members about the time and place of the meetings, draws up the minutes of the Informatization Commission meetings.

8. Members of the Informatization Commission have the right:

make proposals on the agenda of the meeting of the Informatization Commission; to participate in meetings of the Commission on Informatization and discussion of issues brought up at them;

participate in voting on the issues under discussion;

participate in working groups;

participate in the development and adoption of decisions of the Informatization Commission in accordance with the main tasks of the Informatization Commission, defined in paragraph 3 of these Regulations.

9. Preparation of materials for the meeting of the Informatization Commission is carried out structural divisions Ministries, whose competence relates to the relevant issue submitted to the Commission on Informatization. These materials are submitted to the executive secretary of the Informatization Commission no later than 5 days before the date of the meeting, to the members of the Informatization Commission - no later than 3 days before the date of the meeting.

10. Meetings of the Informatization Commission are held as required, but at least once a quarter and are legally qualified if at least one third of its composition is present.

Representatives of the Ministry, other federal bodies executive authorities, executive authorities of the constituent entities of the Russian Federation, local governments, representatives legal entities, representatives of other bodies and organizations.

11. Decisions of the Informatization Commission are made by a simple majority of votes from the number of members of the Informatization Commission present at the meeting. In case of equality of votes, the decisive vote is the vote of the chairman of the meeting.

12. The Informatization Commission, upon the decision of the presiding officer, may make decisions by conducting a written survey of the members of the Informatization Commission (absentee voting).

The opinion of a member of the Informatization Commission on the issue under consideration is submitted to the chairperson and is taken into account if submitted no later than one working day before the date of the absentee voting specified by the chairperson specified in the questionnaire.

When determining the results of absentee voting, votes are counted on those issues for which only one of the possible voting options is marked on the questionnaire. Questionnaires filled in in violation of this requirement are invalidated and not taken into account when determining the results of absentee voting.

In the event of absentee voting, the decision is considered adopted if the majority of the members of the Informatization Commission who took part in the absentee voting voted for it. In case of equality of votes of the members of the Informatization Commission participating in the voting, the vote of the chairman is decisive. If the chairperson did not participate in the absentee voting, in case of equality of votes, the decision is considered not adopted and is submitted for reconsideration at the subsequent intramural or absentee voting.

13. The decisions of the Informatization Commission are formalized in the minutes of the Informatization Commission meetings, which are binding. The minutes of the meetings of the Informatization Commission shall be approved by the chairman.

14. To implement the assigned tasks, the Informatization Commission, on behalf of the chairman, may form working groups, including working groups on informatization projects of the Ministry. The order of work of the working groups, the composition of the working groups, including the leaders of the working groups, are approved by the chairman.

15. Organizational, technical and informational and analytical support of the activities of the Informatization Commission is carried out by the Department information technologies in the field of public and municipal finance management and information support budgetary process of the Ministry.
