Customs declaration CN 23 (form): what is it used for

The procedure for receiving foreign parcels

Goods that are not of a commercial nature are not subject to state duty, that is, they are necessary, first of all, for individual use and a customs declaration CN 23 has been issued for them. Also, the cost of goods sent must be less than ten thousand rubles. Otherwise, if the price of the goods is more than ten thousand rubles, a state duty equal to thirty percent of the total price of this goods will be issued.

In other words, in the event that the goods being sent cost twelve thousand rubles, then the duty is applied to the part that is the excess. In this case, it is two thousand rubles.
