Resolution 65 of January 29, 1988. Legislative framework of the Russian Federation

The Legal Department of the Ministry of Health and Social Development of the Russian Federation considered, within its competence, a letter on the application of certain provisions of the order of the USSR Ministry of Health dated January 29, 1988 No. 65 "On the introduction of industry norms for the free distribution of overalls, safety footwear and other personal protective equipment, as well as norms of sanitary clothing and sanitary footwear "(hereinafter - Order No. 65) and reports the following (in the order of the questions asked).

The Legal Department of the Ministry of Health and Social Development of the Russian Federation has not been given the right to provide clarifications on this issue, therefore we are reporting the opinion of the department's specialists.

1. In accordance with Article 209 of the Labor Code of the Russian Federation, means of individual and collective protection of workers are technical means used to prevent or reduce the exposure of workers to harmful and (or) hazardous production factors, as well as to protect against pollution.

Sanitary and hygienic clothing, sanitary shoes and sanitary accessories, in our opinion, are not personal protective equipment in the sense that labor legislation gives to this concept, since their use is due not only to the need to protect the employee, but also to ensure sanitary and hygienic requirements when interaction of the employee with other persons, maintaining an appropriate sanitary and epidemiological regime in a medical organization, etc.), in connection with which the issuance of sanitary and hygienic clothing, sanitary shoes and sanitary accessories cannot be considered as the issuance of personal protective equipment.

Appendix No. 2 "Norms of free issuance of sanitary and hygienic clothing, sanitary footwear and sanitary supplies to employees of institutions, enterprises and healthcare organizations" to Order No. 65 indicates that sanitary and hygienic clothing, sanitary shoes and sanitary supplies are issued to workers and employees during work in addition to overalls, footwear and other personal protective equipment provided for in Appendix No. 1 to Order No. 65.

Currently, sanitary and hygienic clothing, sanitary footwear and sanitary supplies are issued to the relevant categories of workers in medical organizations in addition to personal protective equipment, the issuance of which is provided for by the Resolution of the Ministry of Labor of Russia dated December 29, 1997 No. 68 "On Approval of the Standard Industry Norms for the Free Issue of Special Clothing to Workers , special footwear and other personal protective equipment ”(hereinafter - Resolution No. 68).

Thus, with the adoption of Resolution No. 68, Appendix No. 2 to Order No. 65 has not lost its force and continues to be applied.

2. By Decree of the Ministry of Labor of Russia No. 70 dated December 31, 1997, the Norms for the free issuance of warm special clothing and warm special footwear to workers in climatic zones, the same for all sectors of the economy (except for climatic regions, specifically provided for in the Standard Industry Norms of Free Distribution of Special Clothes, special footwear and other personal protective equipment for workers of maritime transport; workers of civil aviation; workers carrying out observations and work on the hydrometeorological regime of the environment; permanent and variable composition of educational and sports organizations of the Russian Defense Sports and Technical Organization (ROSTO)) (hereinafter - Resolution No. 70).

Clause 2 of Resolution No. 70 indicates that with its adoption on the territory of the Russian Federation, the Norms of free issuance of warm special clothing and special footwear to workers and employees in climatic zones, common for all sectors of the national economy (except for climatic regions specifically provided for in Typical industrial the norms of free distribution of special clothing, special footwear and other personal protective equipment to workers and employees of sea transport; workers and employees of civil aviation; workers and employees carrying out observations and work on the hydrometeorological regime of the environment; permanent and variable composition of educational and sports organizations of the USSR DOSAAF) approved by the decree of the USSR State Committee of Labor and the Presidium of the All-Union Central Council of Trade Unions of December 8, 1982 No. 293 / P-19, with amendments and additions approved by the resolutions of the USSR State Committee of Labor and the Presidium of the All-Union Central Council of Trade Unions of the All-Union Central Council of Trade Unions dated June 10, 1986, No. 213 / P-6 and of March 9, 1987 No. 147 / P-3 (hereinafter referred to as the Norms).

Since the Norms were contained in Appendix No. 3 to Order No. 65, Appendix No. 3 has actually ceased to be in force and cannot be applied.

3. The form of a personal record card for the issuance of personal protective equipment was approved by order of the Ministry of Health and Social Development of the Russian Federation dated June 1, 2009 No. 290n "On approval of the Interindustry rules for providing workers with special clothing, special shoes and other personal protective equipment", in connection with which Appendix No. 5 to Order No. 65, containing the form of a personal card (standard interdepartmental # form No. MB-6) approved by the Central Statistical Administration of the USSR dated December 25, 1978 No. 1148, is not applied.

The standard interdepartmental form NMB-6 is not applied. The fact is that the Ministry of Health and Social Development of Russia, by order of June 1, 2009 N 290n, approved a new form of a personal card for accounting for the issuance of personal protective equipment.

Special clothing, special footwear and other personal protective equipment are issued to workers and employees in accordance with the established norms and terms of wearing, regardless of the sector of the national economy in which these industries, workshops, sections and types of work are located.

1.3. Workers and employees whose professions and positions are provided for in the Model Norms for the Free Issuance of Special Clothing, Special Footwear and Other Personal Protective Equipment to workers and employees of through professions and positions in all sectors of the national economy and individual industries, special clothing, special footwear and other personal protective equipment are issued no matter in which industries, workshops and sections they work, if these professions and positions are not specifically provided for in the relevant Model Industry Standards.

1.4. The names of the professions of workers and positions of engineering and technical workers and employees, provided for in the Standard Industry Norms of Free Issuance of Special Clothing, Special Shoes and Other Personal Protective Equipment to Workers and Employees, are indicated in accordance with the Unified Tariff and Qualification Reference of Work and Occupations of Workers, the Qualification Reference of Occupations workers, communications workers and junior service personnel who are not included in the Unified Tariff and Qualification Directory of Work and Occupations of Workers, for whom monthly salaries are established, the Qualification Directory of employee positions and other regulations.

1.5. In accordance with paragraph 3 of the resolution of the Council of the Minister of the USSR of June 11, 1959 N 629<*>amendments and additions to the established norms of free distribution of special clothing, special footwear and other personal protective equipment to workers and employees, taking into account local production and climatic conditions, may be introduced by the Councils of Ministers of the Union republics, ministries and departments of the USSR in agreement with the State Committee of the Council of Ministers of the USSR on labor issues and wages<**>and the All-Union Central Council of Trade Unions.

The following are attached to the proposals on the approval of amendments and additions to the said norms:

Justification of the need to introduce certain changes and additions into the norms, developed with the involvement of relevant research institutions;

Data on the number of employees in relation to whom the question of making changes and additions to the norms is raised, as well as on the material funds and funds required for this purpose.

1.6. Heads of enterprises, institutions, organizations<***>in some cases, in accordance with the peculiarities of production, they can, in agreement with the trade union committee and the technical labor inspector, replace: overalls with a cotton suit with a cotton suit or a dressing gown and vice versa, a cotton suit with a cotton semi-overalls with a shirt (blouse) or a sundress with a blouse and vice versa, a cotton suit with a cotton suit fire-retardant or acid-proof impregnation and vice versa, a cotton tarpaulin suit with fire-retardant or water-repellent impregnation, leather boots (ankle boots) with rubber boots and vice versa, leather boots (ankle boots) with tarpaulin boots and vice versa, felt boots with tarpaulin boots.

Any other replacement of some types of overalls and special footwear with others can be made only in the manner established by paragraph 3 of the Resolution of the Council of the USSR Minister of June 11, 1959 N 629.

1.7. In cases where personal protective equipment such as a safety belt, dielectric galoshes and gloves, a dielectric rubber mat, goggles and shields, a respirator, a gas mask, a protective helmet, a comforter, a mosquito net, a helmet, shoulder pads, elbow pads, self-rescuers, antiphones, plugs , noise-protective helmets, light filters, vibration-proof gloves and others not specified in the Model Industry Norms or in the relevant industry norms, they can be issued to workers and employees by the heads of enterprises in agreement with the trade union committee, depending on the nature and conditions of their work for the period of wear - up to wear or as "attendants".

2. The procedure for filing applications for special clothing, special footwear and other personal protective equipment, their acceptance and storage.

2.1. The provision of enterprises with special clothing, special footwear and other personal protective equipment should be carried out on the basis of applications for these purposes that are annually drawn up and sent to the logistics authorities or other relevant organizations.<*>.

The drafting of applications should be carried out taking into account the number of workers and employees in the professions and positions provided for in the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, or in the relevant industry standards.

In applications, the administration of the enterprise must provide for special clothing and special footwear for men and women, indicating the name of special clothing, special footwear, GOSTs, OSTs, technical conditions, models, protective impregnations, fabric colors, sizes, heights, and for helmets and safety belts - standard sizes.

The procurement authorities check the correctness of the applications submitted by the enterprises and their compliance with the current Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, and the number of employees in professions and positions.

2.2. Acceptance of each batch of special clothing, special footwear and other personal protective equipment received at the warehouse of the enterprise should be carried out by a commission of representatives of the administration and the trade union committee, which draws up an act on the quality of the received clothing, footwear and personal protective equipment, their compliance with the requirements of GOSTs, OSTs and technical conditions , as well as applications sent to the territorial departments of material and technical supply or to other relevant organizations. The composition of this commission is approved by a joint decision of the administration and the trade union committee.

2.3. Special clothing, special footwear and other personal protective equipment that do not meet the requirements of GOSTs, OSTs and technical conditions are subject to return with the presentation of appropriate complaints to the supplier in the prescribed manner, who must send the customer, instead of the rejected, suitable for use special clothing, special shoes and other personal equipment. protection.

2.4. If necessary, the heads of enterprises can involve appropriate specialists in the commission for the acceptance of special clothing, special footwear and other personal protective equipment to determine the quality and suitability of these personal protective equipment.

2.5. On the special clothing received from suppliers, on one of the parts (breast pocket, sleeve, back, etc.), a stamp (emblem) with an image of the company's brand name and an inscription of the company's short name is applied with indelible paint in a contrasting color. The size of the stamp (emblem) must be at least 8 cm x 8 cm (or diameter 8 cm).

A stamp - the employee's personnel number - is stamped on the side of the jacket, the collar of the jacket and the lining of the belt of the trousers with indelible paint.

2.6. Special clothing, special footwear and other personal protective equipment arriving at the warehouses of the enterprise should be stored in separate dry rooms, isolated from any other objects and materials, sorted by type, height and protective properties.

2.7. Special clothes made of rubberized fabrics and rubber shoes should be stored in darkened rooms at temperatures from + 5 ° to + 20 ° C with a relative humidity of 50-70% at a distance of at least one meter from heating systems.

Safety belts should be stored suspended or laid out on racks.

2.8. Warm special clothes and special footwear accepted for storage should be disinfected, thoroughly cleaned from dirt and dust, dried, repaired and periodically inspected during storage.

2.9. The storage of special clothing of workers engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and instructions of the sanitary supervision authorities.

3. The procedure for issuing special clothing, special footwear and other personal protective equipment

3.1. Special clothing, special footwear and other personal protective equipment issued to workers and employees must correspond to the nature and conditions of their work and ensure labor safety.

3.2. Special clothing, special shoes and other personal protective equipment issued to workers and employees are considered the property of the enterprise and are subject to mandatory return: upon dismissal, upon transfer to another job in the same enterprise for which special clothing, special shoes and other personal protective equipment were issued are not provided for by the norms, as well as at the end of the period of wearing in exchange for the received new special clothing, special shoes and other personal protective equipment.

3.3. Issuance of special clothing and special footwear in exchange for materials for their manufacture or sums of money for their purchase is not permitted.

In exceptional cases, when special clothing and special footwear established by the norms are issued on time and the employees themselves purchase them in connection with this, the administration of the enterprise is obliged to reimburse employees for the cost of purchasing special clothing and special footwear at state retail prices and to register special clothing and special footwear as the inventory of the enterprise. ...

3.4. The company is obliged to replace or repair special clothing and special footwear that have become unusable before the expiration of the established wear period for reasons beyond the control of the worker or employee.

Such a replacement is carried out on the basis of an appropriate act drawn up by the administration with the participation of a representative of the trade union committee.

3.5. In case of loss or damage of special clothing, special footwear and other personal protective equipment in the established places of their storage, for reasons beyond the control of workers and employees, the administration of the enterprise is obliged to give them other serviceable special clothing, special shoes and other personal protective equipment.

3.6. Special clothing, special footwear and other personal protective equipment that were in use may be issued to other workers and employees only after washing, dry cleaning, disinfection and repair. The term of their wearing is established by the commission provided for in clause 2.2. of this Manual, depending on the degree of deterioration of the specified personal protective equipment.

3.7. Duty special clothing, special footwear and other personal protective equipment for collective use should be kept in the storeroom of a shop or site and issued to workers and employees only for the duration of the work for which they are provided, or can be assigned to certain workplaces (for example, sheepskin coats on outdoor posts, dielectric gloves for electrical installations, etc.) and transferred from one shift to another. In these cases, special clothing, special footwear and other personal protective equipment are issued under the responsibility of foremen and other persons from the administrative and technical personnel.

The terms of wearing special clothing, special footwear and other personal protective equipment on duty in each specific case, depending on the nature of the work and working conditions of workers and employees, are established by the administration of the enterprise in agreement with the trade union committee.

At the same time, the periods of wearing special clothing, special shoes and other personal protective equipment should not be shorter than the periods of wearing the same types of special clothing, special shoes and other personal protective equipment issued for individual use in accordance with the Model Industry Norms or the relevant industry regulations.

3.8. Warm special clothing and special footwear provided for by the Model Industry Norms or the relevant industry standards (cotton suits with an insulating pad, cotton jackets with an insulating pad, cotton trousers with an insulating pad, jackets for protection from low temperatures, fur suits, sheepskin coats, sheepskin coats, sheepskin coats - ear pads, fur mittens, etc.) are issued to workers and employees with the onset of the cold season and with the onset of a warm season must be handed over to the enterprise for organized storage until the next season. The time for using warm special clothing and special footwear is set by the administration of the enterprise together with the trade union committee, taking into account local production and climatic conditions.

3.9. At the end of the use of warm special clothing and special footwear, their acceptance for storage in order to avoid impersonality in the receipt of this clothing and footwear must be carried out according to the list of names. After storage, warm clothing and special footwear should be returned to those workers and employees from whom they were taken for storage.

3.10. Students of course, group and individual forms of training, students of secondary vocational schools, vocational schools, technical schools, general education schools, secondary specialized educational institutions and students of higher educational institutions during their industrial practice (industrial training), instructors of advanced labor methods , as well as workers and employees temporarily performing work in professions and positions for which special clothing, special footwear and other personal protective equipment are provided for by the current Model Industry Norms or the relevant industry norms, for the duration of this work, special clothing, special footwear and other means personal protection is issued in accordance with the applicable Model Industry Norms or the relevant industry norms in the manner established for all workers and employees.

3.11. Foremen, foremen performing the duties of foremen, assistants and assistants of workers, whose professions are provided for in the Model Industry Norms for the Free Issuance of Special Clothing, Special Shoes and Other Personal Protective Equipment or in industry norms, are issued the same special clothing, special shoes and other personal protective equipment , as the workers of the respective professions.

3.12. Special clothing, special footwear and other personal protective equipment for workers and employees (including engineering and technical workers) provided for in the Model Industry Standards or the relevant industry standards should be issued to the specified workers and employees even if they are senior in their position ( senior engineer, senior mechanic, senior foreman, etc.) and those works are performed directly that give the right to receive this special clothing, special shoes and other personal protective equipment.

3.13. Workers combining professions or constantly performing combined work, including in complex teams, in addition to the personal protective equipment issued to them in the main profession, should be additionally issued with other types of special clothing, special footwear and other personal protective equipment, depending on the work performed, stipulated by the current norms for the combined profession with the same wearing periods. In these cases, additional overalls, safety footwear and other personal protective equipment should be issued as "on duty".

3.14. The issuance of special clothing, special footwear and other personal protective equipment to workers and employees and their delivery must be recorded in a personal card approved by the Central Statistical Administration of the USSR on December 25, 1978 N 1148 (standard interdepartmental form N MB-6).

3.15. The administration of the enterprise is obliged to organize proper accounting and control over the issuance of special clothing, special shoes and other personal protective equipment to workers and employees in a timely manner.

4. The procedure for using special clothing, special footwear and other personal protective equipment

4.1. During work, workers and employees are required to use special clothing, special footwear and other personal protective equipment provided to them. The administration of the enterprise is obliged to ensure that workers and employees during work really use the special clothing, special footwear and other personal protective equipment issued to them, and not allow workers and employees to work without installed special clothing, special shoes and other personal protective equipment, as well as in faulty, unrepaired, contaminated overalls and special shoes or with faulty personal protective equipment.

4.2. Workers and employees are obliged to treat carefully the special clothing, special footwear and other personal protective equipment issued for their use, promptly inform the administration of the enterprise about the need for dry cleaning, washing, drying, repair, degassing, decontamination, disinfection, neutralization and dust removal of special clothing, as well as drying, repair, degassing, decontamination, disinfection, decontamination of special footwear and other personal protective equipment.

4.3. The terms for wearing special clothing, special footwear and other personal protective equipment are established by the calendar and are calculated from the date of their actual issuance to workers and employees.

4.4. Special clothing and special footwear returned by workers and employees after the expiration of the wear period, but still suitable for use, must be repaired and used for their intended purpose, and those that are not suitable for wear must be discarded and used to repair special clothing and special footwear in operation, as well as for production needs or handed over for processing as secondary raw materials.

In cases where certain types of special clothing and special footwear, after the expiration of their wear period, cannot be accepted for use as secondary raw materials, they must be destroyed in accordance with the established procedure.

4.5. The administration of the enterprise, when developing workers and employees of such personal protective equipment as respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets and some others, must instruct workers and employees on the rules of use and the simplest ways to check the serviceability of these means, as well as training on their application.

4.6. The administration of the enterprise is obliged to ensure regular testing and inspection of the serviceability of personal protective equipment (respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets, etc.) in accordance with the established terms, as well as timely replacement of filters, glasses and other parts with decreased protective properties. After checking on personal protective equipment, a mark (stamp, stamp) should be made on the timing of the subsequent test.

4.7. It is forbidden for workers and employees at the end of work to take out special clothing, special shoes and other personal protective equipment outside the enterprise.

4.8. For storage of special clothing, special footwear and other personal protective equipment issued to workers and employees, the administration of the enterprise is obliged to provide specially equipped rooms (dressing rooms) in accordance with the requirements of sanitary standards.

4.9. In some cases, where, according to the working conditions, the specified procedure for storing special clothing, special footwear and other personal protective equipment cannot be established (for example, at logging, at exploration work), they can remain outside of working hours with workers and employees, which should be stipulated in industry-specific internal labor regulations or collective agreements.

In these cases, workers and employees are responsible for the safety of special clothing, special footwear and other personal protective equipment.

5. Care of special clothing, special footwear and other personal protective equipment

5.1. The administration of the enterprise is obliged to organize the proper care of personal protective equipment. Timely carry out dry cleaning, washing, repair, degassing, decontamination, decontamination and dedusting of special clothing, as well as repair, degassing, decontamination and disposal of special footwear and other personal protective equipment.

5.2. In cases where it is required by the conditions of production at the enterprise (in workshops, at sites), dryers for special clothes and special shoes, chambers for dust removal of special clothes and installations for degassing, decontamination and neutralization of special clothes, special shoes and other means should be arranged personal protection.

5.4. Dry cleaning, washing, repair, degassing, decontamination, decontamination and dedusting of special clothing, as well as repair, degassing, decontamination and decontamination of special footwear and other personal protective equipment should be carried out by enterprises during the time when workers and employees are not busy at work (on weekends ) or during breaks between shifts.

5.5. If the norms provide for the issuance of two or three sets of special clothing and special footwear to workers and employees (for example, for work with radioactive substances), dry cleaning, washing, repair, degassing, decontamination, decontamination and dedusting of special clothing, as well as repair, degassing, decontamination and deactivation of special footwear and other personal protective equipment can be carried out at other times, and workers and employees are given replacement kits at this time.

5.6. In cases of contamination of special clothing or the need to repair it earlier than the established period, dry cleaning, washing and repairs must be carried out ahead of schedule. If necessary, special footwear and other personal protective equipment should also be repaired ahead of schedule.

5.7. During dry cleaning, degassing, decontamination and disposal of special clothing, the preservation of its protective properties must be ensured.

Issuance of special clothing to workers and employees after dry cleaning, washing, degassing, decontamination, decontamination and dedusting in a defective state is not allowed.

5.8. Dry cleaning, washing, repair, degassing, decontamination, neutralization and dedusting of special clothing of workers and employees engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be performed in accordance with the instructions and instructions of the sanitary inspection authorities.

5.9. In cases of an infectious disease of a worker or employee, special clothing, special footwear and other personal protective equipment that he used, and the room in which they were stored, must be disinfected with disinfection stations or disinfection departments of sanitary and epidemiological stations.

5.10. Special footwear should be regularly cleaned and lubricated, for which workers and employees should be provided with appropriate conditions (places for cleaning shoes, brushes, ointments, etc.).

6. Other issues related to the procedure for storing, issuing and using special clothing, special shoes and other personal protective equipment

6.1. Labor disputes regarding the issue and use of special clothing, special footwear and other personal protective equipment are considered by labor dispute commissions.

6.2. The issues of material liability of workers and employees for damage caused to the enterprise in connection with the loss or damage through negligence of special clothing, special shoes and other personal protective equipment or in other cases (theft or deliberate damage of these products) are regulated by current legislation.

6.3. Responsibility for the timely provision of workers and employees with special clothing, special footwear and other personal protective equipment and for the implementation of this instruction rests with the head of the enterprise.

6.4. Control over the implementation of this instruction by the administration of the enterprise is entrusted to the trade union committees.

The most important tasks of social policy in our country is to protect the health of workers, ensure safe working conditions, eliminate occupational diseases and industrial injuries.

In the complex of measures to ensure occupational safety and disease prevention, an important role is played by personal protective equipment, which prevent or reduce the impact of hazardous and harmful production factors on a person. The number of employees who have the right to receive free overalls, footwear and personal protective equipment is growing. Appropriations and material funds for these purposes increase annually. Therefore, along with the issues of correct and timely provision of health workers with all necessary personal protective equipment, their proper operation, storage, cleaning, etc. should be ensured.

These "Methodological Recommendations" were developed in the development of "Instructions on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment", approved by the Resolution of the USSR State Committee for Labor and the All-Union Central Council of Trade Unions Presidium of May 24, 1983 N 100 / P-9.

For the purpose of training, advanced training of workers involved in the provision and operation of overalls, footwear and personal protective equipment, these recommendations contain a "Program for training specialists involved in providing workers and employees with personal protective equipment".

REGULATIONS ON THE ORGANIZATION OF SPECIALIZED POINTS FOR THE DISTRIBUTION, STORAGE AND OPERATION OF WORKWEAR, SPECIAL FOOTWEAR AND OTHER PERSONAL PROTECTIVE EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND HEALTH ORGANIZATIONS 1.

1.1. This Regulation establishes the procedure for the organization and operation of specialized points for the issuance, storage and operation of overalls, footwear and other personal protective equipment in institutions, enterprises and healthcare organizations (hereinafter, for brevity, referred to as "PPE Items").

1.2. "PPE items" are intended for the centralized provision of personal protective equipment to health workers.

1.3. The structure of a specialized "PPE Item" should include:

Storage room for workwear, footwear and personal protective equipment;

A room for a selection of workwear, special footwear with a fitting booth;

Room for fitting and repairing clothes, safety footwear;

Room service.

1.4. At the "Point of SIZ" premises can be equipped for washing and dry-cleaning of overalls, and, if necessary, premises and installations for degassing, decontamination and neutralization of overalls, special footwear and other personal protective equipment.

1.5. All premises of the "PPE Point" must be dry, heated, with natural ventilation, providing one air change per hour.

1.6. The staff of the "PPE Item" is determined by the administration within the staffing of the institution, enterprise, organization, but not less than two employees: a senior storekeeper and a storekeeper.

The senior storekeeper maintains all accounting records, takes part in the preparation of applications, assists in the selection of the necessary personal protective equipment.

The storekeeper is responsible for adjusting the workwear for growth, ironing it, packing it, selecting special footwear and other personal protective equipment, and is responsible for the order in the room.

1.7. Employees of the "PPE Point" in the prescribed manner are trained and tested on the use of personal protective equipment in this institution, enterprise, organization and the basic requirements for PPE.

1.8. Employees of the "PPE Point" must be provided with the necessary regulatory documentation (industry standards, catalogs, instructions, GOSTs, OSTs, etc.).

1.9. The working hours of the "PPE Point" are coordinated with the operating hours of the institution, enterprise, organization, which ensures that employees receive personal protective equipment with a minimum amount of time.

1.10. Control over the work of the "PPE Point" is entrusted to the trade union committee and the administration of the institution, enterprise, organization.

2. Acceptance and issuance of personal protective equipment

2.1. At the "PPE Point", personal protective equipment is accepted:

Newly sourced from the supplier;

Used from workers.

2.2. Acceptance of each batch of overalls, special footwear and other personal protective equipment received at the "PPE Point" must be carried out by the Commission of the enterprise, institution, organization for quality control of personal protective equipment, approved by a joint decision of the administration and the trade union committee (recommendations for organizing the work of the Commission of the enterprise, institution, organizations for quality control of personal protective equipment for workers in production are given below in the text).

2.3. Each batch of personal protective equipment received at the enterprise, institution, organization is subject to verification (external examination, checking for compliance with the declared assortment by model, size, height, color, genus, purpose).

2.4. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation, an act is drawn up and proposals are prepared for filing complaints to the supplier in accordance with the established procedure, which must send the customer, in exchange for the rejected, suitable overalls, special footwear and other personal protective equipment.

2.5. Deprecated types of overalls and special footwear after the expiration of their wearing period cannot be accepted for use as secondary raw materials, they must be destroyed in accordance with the established procedure.

2.6. The issuance of personal protective equipment must be carried out strictly in accordance with the established industry standards for the free issuance of overalls, footwear and other personal protective equipment and must be registered in a personal card (standard interdepartmental form N MB-6), approved by the Central Statistical Office of the USSR on December 25, 1978 N 1148.

2.7. For the selection of personal protective equipment, the required amount is placed in the room for the selection of overalls.

Ironed overalls (separately for men and women), indicating the size and height, are hung on brackets using hangers.

The brackets should be located in such a way and in such a quantity as to provide a separate demonstration of summer and winter overalls for general and special purposes (for example, dustproof, to protect against mechanical damage, water, etc.).

Special footwear and other personal protective equipment are placed on shelves by type and purpose.

2.8. After a selection of overalls, workers try them on in a fitting room.

If necessary, work clothes are adjusted according to the height and figure of the worker in a separate room for fitting and repairing work clothes, which should contain: a sewing machine, an electric iron, a special ironing machine, a set of fabrics and materials for repair, threads, needles, etc.

2.9. When the selected overalls are issued, the stamp of the institution and the structural unit is put on the edge or collar of the jacket and the lining of the belt of trousers with indelible paint.

2.10. Warm overalls and safety footwear should be issued to workers and employees with the onset of the cold season, and with the onset of the warm season, they should be accepted by the "PPE Point" for organized storage for the next year. The time for using warm overalls and footwear is set by the administration together with the trade union committee, taking into account the local production and climatic conditions.

3. Storage of personal protective equipment

3.1. Overalls, safety footwear and other personal protective equipment coming from the supplier should be stored in a room for storing overalls, safety footwear and other personal protective equipment.

The room must be dry, heated, with natural ventilation, providing one air change per hour.

The room for storing overalls made of rubberized fabrics and rubber shoes should be darkened, with an air temperature of + 5 ° to + 20 ° C and a relative humidity of 50-70%.

3.3. Personal protective equipment can be stored on racks, brackets, in boxes sorted by type, height and protective properties.

3.4. Safety belts should be stored suspended or laid out on racks.

3.5. Fur products (sheepskin coats, sheepskin coats, etc.) are recommended to be stored on racks folded with the front side inward in half along the length.

When storing fur and woolen products, it is necessary to use an anti-milling preparation packed in cotton bags, which are placed between the products.

3.6. Overalls made of rubberized fabrics and rubber shoes should be kept at least 1 meter away from heating systems.

3.7. Safety shoes (boots, boots, slippers) must be stacked on the racks in pairs (boots with the tops spread out).

3.8. Valyana shoes are stacked on wooden flooring in stacks no more than 1.5 meters high.

3.9. Personal protective equipment (helmets, goggles, gas masks, respirators, etc.) can be stored on racks as separate items or packed in boxes, bags, packs.

3.10. The storage of overalls accepted from workers engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and instructions of the sanitary supervision authorities.

3.11. To ensure the quality of stored PPE, it is necessary to carry out periodic (at least once a quarter) selective (at least 10% of the total) visual inspection of the condition of the products.

RECOMMENDATIONS FOR THE ORGANIZATION OF THE WORK OF THE COMMISSION OF THE ENTERPRISE, ESTABLISHMENT, ORGANIZATION<*>FOR QUALITY CONTROL OF PERSONAL PROTECTION EQUIPMENT WORKING AT THE PRODUCTION<**>

1. General Provisions

1.1. These Methodological Recommendations were developed on the basis and in development of the Instructions on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment (PPE), approved by the resolution of the USSR State Committee of Labor and the All-Union Central Council of Trade Unions Presidium of May 24, 1983 N 100 / P-9.

1.2. The commission for quality control of overalls, special footwear and other personal protective equipment arriving at the enterprise is approved by a joint decision of the administration and the trade union committee of the enterprise.

The Commission is recommended to include representatives of the administration (heads of labor protection services, material and technical supply, accounting, workers of other services, commodity expert) and the trade union committee of the enterprise (deputy chairman of the trade union committee or chairman of the labor protection commission). The size of the Commission is established depending on the number of personal protective equipment received by the enterprise, but not less than three people.

If necessary, specialists from the relevant services of third-party organizations may be involved in the work of the Commission.

1.3. The main task of the Commission is to prevent the use of personal protective equipment at the enterprise that does not correspond to the application in terms of assortment, models, sizes, heights, colors, generic characteristics and other quality indicators established by the relevant standards, specifications, and other regulatory and technical documentation (Appendix 1 ).

The functions of the Commission also include setting the terms for wearing (using) personal protective equipment that were in use and that have undergone appropriate preventive treatment and repair.

1.4. The quality control of personal protective equipment is carried out by the Commission as soon as they arrive at the warehouse of the enterprise, but no later than within 10 days from the date of receipt.

1.5. To check the quality of personal protective equipment in the warehouse of the enterprise, a room with a workplace equipped with a table, a measuring tool, the necessary control devices and devices, regulatory and technical documentation, catalogs, reference books on personal protective equipment and other manuals, a journal for recording the results of inspections should be allocated (Appendix 2).

2. The procedure for checking the quality of personal protective equipment

2.1. Each batch of personal protective equipment received at the enterprise must be subjected to a commissioned external examination and check for compliance with the declared assortment by model, size, height, color, genus, purpose.

2.2. The personal protective equipment received by the enterprise must be subjected to selective, but not less than 10% of the received batch, to control for compliance of the main characteristics of the products with the indicators established for them by standards, specifications and other regulatory and technical documentation.

2.3. Each package (lot) of PPE should be checked for the presence of standard labeling data, including protective properties.

2.4. All workwear products, except for the label, must be stamped with the image of the trademark, the names of the location of the manufacturer, designations for protective properties. In complete products (for example, a jacket with trousers), designations are placed on each product included in the kit.

2.5. The quality of the received PPE must be checked according to the main indicators, in accordance with the current regulatory and technical documentation.

2.5.1. By workwear:

Correctness of labeling;

Correspondence of product dimensions, symmetry of shapes and arrangement of paired parts;

Quality of stitches, seams;

Correctness of processing of fasteners, staples;

The uniformity of the cotton flooring.

2.5.2. For safety footwear:

Correctness of labeling;

Compliance and quality of the materials and accessories used;

Compliance with linear dimensions;

Pairing shoes in size, shape, color;

The quality of fastening shoe parts;

Quality of internal parts (backdrops, toes);

The quality of the lining attachment (presence of undone folds inside the shoe, lining lagging).

2.5.3. On mittens:

Correctness of labeling;

Compliance of the materials used;

Correspondence to the size of the product;

The quality of the lines, seams.

2.5.4. Respiratory protection<*>:

Completeness of delivery (availability of a passport, operating instructions), correct packaging, size assortment of face parts of gas masks;

The presence of deformations and mechanical damage to the facial parts, connecting tubes, filtering and other elements, the integrity of spectacle glasses, the presence of inhalation and exhalation valves;

Compliance with the marking of PPE filter elements specified in the application and the terms of guaranteed storage.

2.5.5. By means of protection for eyes and face:

Completeness of PPE marking (availability of a passport, operating instructions);

The external condition of PPE, spectacles and sight glasses (absence of sharp edges, cavities, cracks, sagging, chips and other defects);

The strength of the fastening of spectacle and sight glasses;

Possibility of replacing spectacles and sight glasses without the use of special tools.

2.5.6. By means of head protection (helmets):

Completeness of the delivery of products (the presence of a comforter, capes, instructions for use);

Availability and correctness of marking (manufacturer's trademark, number of normative and technical documentation, date of manufacture, helmet size);

Appearance of the body and internal equipment (no cracks, bulges and sharp edges, the presence of a leather coating on the frontal part of the carrying tape);

Reliability and durability of fixing the carrying strap and the chin strap in size.

2.5.7. By safety belts:

Availability of markings, passport and operating instructions (marking should include: trade mark of the manufacturer, belt number, OTK stamp and date of manufacture);

The external condition of the elements of the safety belt (no tears on the fabric parts, violations of the integrity of the seams, breaks in fabrics in the places where rivets are installed; on metal parts: cracks, cavities, burrs and violations of the anti-corrosion coating);

Reliability of the buckle and carabiner (the belt should unfasten and fasten without difficulty, the carabiner should be opened with one hand only after pressing the safety device).

INSTRUCTIONS
ON PROCEDURE FOR PROVIDING WORKERS AND OFFICERS WITH SPECIAL CLOTHING, SPECIAL FOOTWEAR AND OTHER PERSONAL PROTECTIVE EQUIPMENT

Approved by the decree of the USSR State Committee of Labor and the All-Union Central Council of Trade Unions Presidium of May 24, 1983 N 100 / P-9 with editorial clarifications introduced by the resolutions of the USSR State Committee of Labor and the All-Union Central Council of Trade Unions Presidium of March 21, 1987 N 177 / P-4.

1. General Provisions

1.1. In accordance with Article 63 of the Fundamentals of the Legislation of the USSR and the Union Republics on labor at work with harmful working conditions, as well as at work performed in special temperature conditions or associated with pollution, workers and employees are issued free of charge, according to established norms, special clothing, special footwear and other personal protective equipment.

1.2. Special clothing, special footwear and other personal protective equipment are issued to workers and employees of those professions and positions that are provided for in the relevant industries, workshops, sections and types of work of the Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, approved by the resolutions of the USSR State Committee on Labor and Social Issues and the All-Union Central Council of Trade Unions, or in the relevant industry norms introduced on the basis of the Model Councils of Ministers of the Union Republics, ministries and departments of the USSR.

Special clothing, special footwear and other personal protective equipment are issued to workers and employees in accordance with the established norms and terms of wearing, regardless of the sector of the national economy in which these industries, workshops, sections and types of work are located.

1.3. Workers and employees whose professions and positions are provided for in the Model Norms for the Free Issuance of Special Clothing, Special Footwear and Other Personal Protective Equipment to workers and employees of through professions and positions in all sectors of the national economy and individual industries, special clothing, special footwear and other personal protective equipment are issued no matter in which industries, workshops and sections they work, if these professions and positions are not specifically provided for in the relevant Model Industry Standards.

1.4. The names of the professions of workers and positions of engineering and technical workers and employees, provided for in the Standard Industry Norms of Free Issuance of Special Clothing, Special Shoes and Other Personal Protective Equipment to Workers and Employees, are indicated in accordance with the Unified Tariff and Qualification Reference of Work and Occupations of Workers, the Qualification Reference of Occupations workers, communications workers and junior service personnel who are not included in the Unified Tariff and Qualification Directory of Work and Occupations of Workers, for whom monthly salaries are established, the Qualification Directory of employee positions and other regulations.

1.5. In accordance with paragraph 3 of the resolution of the Council of the Minister of the USSR of June 11, 1959 N 629<*>amendments and additions to the established norms of free distribution of special clothing, special footwear and other personal protective equipment to workers and employees, taking into account local production and climatic conditions, may be introduced by the Councils of Ministers of the Union republics, ministries and departments of the USSR in agreement with the State Committee of the Council of Ministers of the USSR on labor issues and wages<**>and the All-Union Central Council of Trade Unions.

The following are attached to the proposals on the approval of amendments and additions to the said norms:

Justification of the need to introduce certain changes and additions into the norms, developed with the involvement of relevant research institutions;

Data on the number of employees in relation to whom the question of making changes and additions to the norms is raised, as well as on the material funds and funds required for this purpose.

1.6. Heads of enterprises, institutions, organizations<***>in some cases, in accordance with the peculiarities of production, they can, in agreement with the trade union committee and the technical labor inspector, replace: overalls with a cotton suit with a cotton suit or a dressing gown and vice versa, a cotton suit with a cotton semi-overalls with a shirt (blouse) or a sundress with a blouse and vice versa, a cotton suit with a cotton suit fire-retardant or acid-proof impregnation and vice versa, a cotton tarpaulin suit with fire-retardant or water-repellent impregnation, leather boots (ankle boots) with rubber boots and vice versa, leather boots (ankle boots) with tarpaulin boots and vice versa, felt boots with tarpaulin boots.

Any other replacement of some types of overalls and special footwear with others can be made only in the manner established by paragraph 3 of the Resolution of the Council of the USSR Minister of June 11, 1959 N 629.

1.7. In cases where personal protective equipment such as a safety belt, dielectric galoshes and gloves, a dielectric rubber mat, goggles and shields, a respirator, a gas mask, a protective helmet, a comforter, a mosquito net, a helmet, shoulder pads, elbow pads, self-rescuers, antiphones, plugs , noise-protective helmets, light filters, vibration-proof gloves and others not specified in the Model Industry Norms or in the relevant industry norms, they can be issued to workers and employees by the heads of enterprises in agreement with the trade union committee, depending on the nature and conditions of their work for the period of wear - up to wear or as "attendants".

2. The procedure for filing applications for special clothing, special footwear and other personal protective equipment, their acceptance and storage.

2.1. The provision of enterprises with special clothing, special footwear and other personal protective equipment should be carried out on the basis of applications for these purposes that are annually drawn up and sent to the logistics authorities or other relevant organizations.<*>.

The drafting of applications should be carried out taking into account the number of workers and employees in the professions and positions provided for in the Model Industry Standards for the free issue of special clothing, special footwear and other personal protective equipment to workers and employees, or in the relevant industry standards.

In applications, the administration of the enterprise must provide for special clothing and special footwear for men and women, indicating the name of special clothing, special footwear, GOSTs, OSTs, technical conditions, models, protective impregnations, fabric colors, sizes, heights, and for helmets and safety belts - standard sizes.

The procurement authorities check the correctness of the applications submitted by the enterprises and their compliance with the current Standard Industry Standards for the free issuance of special clothing, special footwear and other personal protective equipment to workers and employees, and the number of employees in professions and positions.

2.2. Acceptance of each batch of special clothing, special footwear and other personal protective equipment received at the warehouse of the enterprise should be carried out by a commission of representatives of the administration and the trade union committee, which draws up an act on the quality of the received clothing, footwear and personal protective equipment, their compliance with the requirements of GOSTs, OSTs and technical conditions , as well as applications sent to the territorial departments of material and technical supply or to other relevant organizations. The composition of this commission is approved by a joint decision of the administration and the trade union committee.

2.3. Special clothing, special footwear and other personal protective equipment that do not meet the requirements of GOSTs, OSTs and technical conditions are subject to return with the presentation of appropriate complaints to the supplier in the prescribed manner, who must send the customer, instead of the rejected, suitable for use special clothing, special shoes and other personal equipment. protection.

2.4. If necessary, the heads of enterprises can involve appropriate specialists in the commission for the acceptance of special clothing, special footwear and other personal protective equipment to determine the quality and suitability of these personal protective equipment.

2.5. On the special clothing received from suppliers, on one of the parts (breast pocket, sleeve, back, etc.), a stamp (emblem) with an image of the company's brand name and an inscription of the company's short name is applied with indelible paint in a contrasting color. The size of the stamp (emblem) must be at least 8 cm x 8 cm (or diameter 8 cm).

A stamp - the employee's personnel number - is stamped on the side of the jacket, the collar of the jacket and the lining of the belt of the trousers with indelible paint.

2.6. Special clothing, special footwear and other personal protective equipment arriving at the warehouses of the enterprise should be stored in separate dry rooms, isolated from any other objects and materials, sorted by type, height and protective properties.

2.7. Special clothes made of rubberized fabrics and rubber shoes should be stored in darkened rooms at temperatures from + 5 ° to + 20 ° C with a relative humidity of 50-70% at a distance of at least one meter from heating systems.

Safety belts should be stored suspended or laid out on racks.

2.8. Warm special clothes and special footwear accepted for storage should be disinfected, thoroughly cleaned from dirt and dust, dried, repaired and periodically inspected during storage.

2.9. The storage of special clothing of workers engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and instructions of the sanitary supervision authorities.

3. The procedure for issuing special clothing, special footwear and other personal protective equipment

3.1. Special clothing, special footwear and other personal protective equipment issued to workers and employees must correspond to the nature and conditions of their work and ensure labor safety.

3.2. Special clothing, special shoes and other personal protective equipment issued to workers and employees are considered the property of the enterprise and are subject to mandatory return: upon dismissal, upon transfer to another job in the same enterprise for which special clothing, special shoes and other personal protective equipment were issued are not provided for by the norms, as well as at the end of the period of wearing in exchange for the received new special clothing, special shoes and other personal protective equipment.

3.3. Issuance of special clothing and special footwear in exchange for materials for their manufacture or sums of money for their purchase is not permitted.

In exceptional cases, when special clothing and special footwear established by the norms are issued on time and the employees themselves purchase them in connection with this, the administration of the enterprise is obliged to reimburse employees for the cost of purchasing special clothing and special footwear at state retail prices and to register special clothing and special footwear as the inventory of the enterprise. ...

3.4. The company is obliged to replace or repair special clothing and special footwear that have become unusable before the expiration of the established wear period for reasons beyond the control of the worker or employee.

Such a replacement is carried out on the basis of an appropriate act drawn up by the administration with the participation of a representative of the trade union committee.

3.5. In case of loss or damage of special clothing, special footwear and other personal protective equipment in the established places of their storage, for reasons beyond the control of workers and employees, the administration of the enterprise is obliged to give them other serviceable special clothing, special shoes and other personal protective equipment.

3.6. Special clothing, special footwear and other personal protective equipment that were in use may be issued to other workers and employees only after washing, dry cleaning, disinfection and repair. The term of their wearing is established by the commission provided for in clause 2.2. of this Manual, depending on the degree of deterioration of the specified personal protective equipment.

3.7. Duty special clothing, special footwear and other personal protective equipment for collective use should be kept in the storeroom of a shop or site and issued to workers and employees only for the duration of the work for which they are provided, or can be assigned to certain workplaces (for example, sheepskin coats on outdoor posts, dielectric gloves for electrical installations, etc.) and transferred from one shift to another. In these cases, special clothing, special footwear and other personal protective equipment are issued under the responsibility of foremen and other persons from the administrative and technical personnel.

The terms of wearing special clothing, special footwear and other personal protective equipment on duty in each specific case, depending on the nature of the work and working conditions of workers and employees, are established by the administration of the enterprise in agreement with the trade union committee.

At the same time, the periods of wearing special clothing, special shoes and other personal protective equipment should not be shorter than the periods of wearing the same types of special clothing, special shoes and other personal protective equipment issued for individual use in accordance with the Model Industry Norms or the relevant industry regulations.

3.8. Warm special clothing and special footwear provided for by the Model Industry Norms or the relevant industry standards (cotton suits with an insulating pad, cotton jackets with an insulating pad, cotton trousers with an insulating pad, jackets for protection from low temperatures, fur suits, sheepskin coats, sheepskin coats, sheepskin coats - ear pads, fur mittens, etc.) are issued to workers and employees with the onset of the cold season and with the onset of a warm season must be handed over to the enterprise for organized storage until the next season. The time for using warm special clothing and special footwear is set by the administration of the enterprise together with the trade union committee, taking into account local production and climatic conditions.

3.9. At the end of the use of warm special clothing and special footwear, their acceptance for storage in order to avoid impersonality in the receipt of this clothing and footwear must be carried out according to the list of names. After storage, warm clothing and special footwear should be returned to those workers and employees from whom they were taken for storage.

3.10. Students of course, group and individual forms of training, students of secondary vocational schools, vocational schools, technical schools, general education schools, secondary specialized educational institutions and students of higher educational institutions during their industrial practice (industrial training), instructors of advanced labor methods , as well as workers and employees temporarily performing work in professions and positions for which special clothing, special footwear and other personal protective equipment are provided for by the current Model Industry Norms or the relevant industry norms, for the duration of this work, special clothing, special footwear and other means personal protection is issued in accordance with the applicable Model Industry Norms or the relevant industry norms in the manner established for all workers and employees.

3.11. Foremen, foremen performing the duties of foremen, assistants and assistants of workers, whose professions are provided for in the Model Industry Norms for the Free Issuance of Special Clothing, Special Shoes and Other Personal Protective Equipment or in industry norms, are issued the same special clothing, special shoes and other personal protective equipment , as the workers of the respective professions.

3.12. Special clothing, special footwear and other personal protective equipment for workers and employees (including engineering and technical workers) provided for in the Model Industry Standards or the relevant industry standards should be issued to the specified workers and employees even if they are senior in their position ( senior engineer, senior mechanic, senior foreman, etc.) and those works are performed directly that give the right to receive this special clothing, special shoes and other personal protective equipment.

3.13. Workers combining professions or constantly performing combined work, including in complex teams, in addition to the personal protective equipment issued to them in the main profession, should be additionally issued with other types of special clothing, special footwear and other personal protective equipment, depending on the work performed, stipulated by the current norms for the combined profession with the same wearing periods. In these cases, additional overalls, safety footwear and other personal protective equipment should be issued as "on duty".

3.14. The issuance of special clothing, special footwear and other personal protective equipment to workers and employees and their delivery must be recorded in a personal card approved by the Central Statistical Administration of the USSR on December 25, 1978 N 1148 (standard interdepartmental form N MB-6).

3.15. The administration of the enterprise is obliged to organize proper accounting and control over the issuance of special clothing, special shoes and other personal protective equipment to workers and employees in a timely manner.

4. The procedure for using special clothing, special footwear and other personal protective equipment

4.1. During work, workers and employees are required to use special clothing, special footwear and other personal protective equipment provided to them. The administration of the enterprise is obliged to ensure that workers and employees during work really use the special clothing, special footwear and other personal protective equipment issued to them, and not allow workers and employees to work without installed special clothing, special shoes and other personal protective equipment, as well as in faulty, unrepaired, contaminated overalls and special shoes or with faulty personal protective equipment.

4.2. Workers and employees are obliged to treat carefully the special clothing, special footwear and other personal protective equipment issued for their use, promptly inform the administration of the enterprise about the need for dry cleaning, washing, drying, repair, degassing, decontamination, disinfection, neutralization and dust removal of special clothing, as well as drying, repair, degassing, decontamination, disinfection, decontamination of special footwear and other personal protective equipment.

4.3. The terms for wearing special clothing, special footwear and other personal protective equipment are established by the calendar and are calculated from the date of their actual issuance to workers and employees.

4.4. Special clothing and special footwear returned by workers and employees after the expiration of the wear period, but still suitable for use, must be repaired and used for their intended purpose, and those that are not suitable for wear must be discarded and used to repair special clothing and special footwear in operation, as well as for production needs or handed over for processing as secondary raw materials.

In cases where certain types of special clothing and special footwear, after the expiration of their wear period, cannot be accepted for use as secondary raw materials, they must be destroyed in accordance with the established procedure.

4.6. The administration of the enterprise is obliged to ensure regular testing and inspection of the serviceability of personal protective equipment (respirators, gas masks, self-rescuers, safety belts, mosquito nets, helmets, etc.) in accordance with the established terms, as well as timely replacement of filters, glasses and other parts with decreased protective properties. After checking on personal protective equipment, a mark (stamp, stamp) should be made on the timing of the subsequent test.

4.7. It is forbidden for workers and employees at the end of work to take out special clothing, special shoes and other personal protective equipment outside the enterprise.

4.8. For storage of special clothing, special footwear and other personal protective equipment issued to workers and employees, the administration of the enterprise is obliged to provide specially equipped rooms (dressing rooms) in accordance with the requirements of sanitary standards.

4.9. In some cases, where, according to the working conditions, the specified procedure for storing special clothing, special footwear and other personal protective equipment cannot be established (for example, at logging, at exploration work), they can remain outside of working hours with workers and employees, which should be stipulated in industry-specific internal labor regulations or collective agreements.

In these cases, workers and employees are responsible for the safety of special clothing, special footwear and other personal protective equipment.

5. Care of special clothing, special footwear and other personal protective equipment

5.1. The administration of the enterprise is obliged to organize the proper care of personal protective equipment. Timely carry out dry cleaning, washing, repair, degassing, decontamination, decontamination and dedusting of special clothing, as well as repair, degassing, decontamination and disposal of special footwear and other personal protective equipment.

5.2. In cases where it is required by the conditions of production at the enterprise (in workshops, at sites), dryers for special clothes and special shoes, chambers for dust removal of special clothes and installations for degassing, decontamination and neutralization of special clothes, special shoes and other means should be arranged personal protection.

5.4. Dry cleaning, washing, repair, degassing, decontamination, decontamination and dedusting of special clothing, as well as repair, degassing, decontamination and decontamination of special footwear and other personal protective equipment should be carried out by enterprises during the time when workers and employees are not busy at work (on weekends ) or during breaks between shifts.

5.5. If the norms provide for the issuance of two or three sets of special clothing and special footwear to workers and employees (for example, for work with radioactive substances), dry cleaning, washing, repair, degassing, decontamination, decontamination and dedusting of special clothing, as well as repair, degassing, decontamination and deactivation of special footwear and other personal protective equipment can be carried out at other times, and workers and employees are given replacement kits at this time.

5.6. In cases of contamination of special clothing or the need to repair it earlier than the established period, dry cleaning, washing and repairs must be carried out ahead of schedule. If necessary, special footwear and other personal protective equipment should also be repaired ahead of schedule.

5.7. During dry cleaning, degassing, decontamination and disposal of special clothing, the preservation of its protective properties must be ensured.

Issuance of special clothing to workers and employees after dry cleaning, washing, degassing, decontamination, decontamination and dedusting in a defective state is not allowed.

5.8. Dry cleaning, washing, repair, degassing, decontamination, neutralization and dedusting of special clothing of workers and employees engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be performed in accordance with the instructions and instructions of the sanitary inspection authorities.

5.9. In cases of an infectious disease of a worker or employee, special clothing, special footwear and other personal protective equipment that he used, and the room in which they were stored, must be disinfected with disinfection stations or disinfection departments of sanitary and epidemiological stations.

5.10. Special footwear should be regularly cleaned and lubricated, for which workers and employees should be provided with appropriate conditions (places for cleaning shoes, brushes, ointments, etc.).

6. Other issues related to the procedure for storing, issuing and using special clothing, special shoes and other personal protective equipment

6.1. Labor disputes regarding the issue and use of special clothing, special footwear and other personal protective equipment are considered by labor dispute commissions.

6.2. The issues of material liability of workers and employees for damage caused to the enterprise in connection with the loss or damage through negligence of special clothing, special shoes and other personal protective equipment or in other cases (theft or deliberate damage of these products) are regulated by current legislation.

6.3. Responsibility for the timely provision of workers and employees with special clothing, special footwear and other personal protective equipment and for the implementation of this instruction rests with the head of the enterprise.

6.4. Control over the implementation of this instruction by the administration of the enterprise is entrusted to the trade union committees.

FOR THE ORGANIZATION OF PROVISION, STORAGE AND OPERATION OF SPECIAL CLOTHING, SPECIAL FOOTWEAR AND OTHER PERSONAL PROTECTIVE EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND HEALTHCARE ORGANIZATIONS

I. INTRODUCTION

The most important tasks of social policy in our country is to protect the health of workers, ensure safe working conditions, eliminate occupational diseases and industrial injuries.

In the complex of measures to ensure occupational safety and disease prevention, an important role is played by personal protective equipment, which prevent or reduce the impact of hazardous and harmful production factors on a person. The number of employees who have the right to receive free overalls, footwear and personal protective equipment is growing. Appropriations and material funds for these purposes increase annually. Therefore, along with the issues of correct and timely provision of health workers with all necessary personal protective equipment, their proper operation, storage, cleaning, etc. should be ensured.

These "Methodological Recommendations" were developed in the development of "Instructions on the procedure for providing workers and employees with special clothing, special footwear and other personal protective equipment", approved by the Resolution of the USSR State Committee for Labor and the All-Union Central Council of Trade Unions Presidium of May 24, 1983 N 100 / P-9.

For the purpose of training, advanced training of workers involved in the provision and operation of overalls, footwear and personal protective equipment, these recommendations contain a "Program for training specialists involved in providing workers and employees with personal protective equipment".

POSITION
ON THE ORGANIZATION OF SPECIALIZED POINTS FOR THE DISTRIBUTION, STORAGE AND OPERATION OF WORKWEAR, SPECIAL FOOTWEAR AND OTHER PERSONAL PROTECTIVE EQUIPMENT IN INSTITUTIONS, ENTERPRISES AND HEALTH ORGANIZATIONS

1. General Provisions

1.1. This Regulation establishes the procedure for the organization and operation of specialized points for the issuance, storage and operation of overalls, footwear and other personal protective equipment in institutions, enterprises and healthcare organizations (hereinafter, for brevity, referred to as "PPE Items").

1.2. "PPE items" are intended for the centralized provision of personal protective equipment to health workers.

1.3. The structure of a specialized "PPE Item" should include:

Storage room for workwear, footwear and personal protective equipment;

A room for a selection of workwear, special footwear with a fitting booth;

Room for fitting and repairing clothes, safety footwear;

Room service.

1.4. At the "Point of SIZ" premises can be equipped for washing and dry-cleaning of overalls, and, if necessary, premises and installations for degassing, decontamination and neutralization of overalls, special footwear and other personal protective equipment.

1.5. All premises of the "PPE Point" must be dry, heated, with natural ventilation, providing one air change per hour.

1.6. The staff of the "PPE Item" is determined by the administration within the staffing of the institution, enterprise, organization, but not less than two employees: a senior storekeeper and a storekeeper.

The senior storekeeper maintains all accounting records, takes part in the preparation of applications, assists in the selection of the necessary personal protective equipment.

The storekeeper is responsible for adjusting the workwear for growth, ironing it, packing it, selecting special footwear and other personal protective equipment, and is responsible for the order in the room.

1.7. Employees of the "PPE Point" in the prescribed manner are trained and tested on the use of personal protective equipment in this institution, enterprise, organization and the basic requirements for PPE.

1.8. Employees of the "PPE Point" must be provided with the necessary regulatory documentation (industry standards, catalogs, instructions, GOSTs, OSTs, etc.).

1.9. The working hours of the "PPE Point" are coordinated with the operating hours of the institution, enterprise, organization, which ensures that employees receive personal protective equipment with a minimum amount of time.

1.10. Control over the work of the "PPE Point" is entrusted to the trade union committee and the administration of the institution, enterprise, organization.

2. Acceptance and issuance of personal protective equipment

2.1. At the "PPE Point", personal protective equipment is accepted:

Newly sourced from the supplier;

Used from workers.

2.3. Each batch of personal protective equipment received at the enterprise, institution, organization is subject to verification (external examination, checking for compliance with the declared assortment by model, size, height, color, genus, purpose).

2.4. In case of non-compliance of personal protective equipment with the requirements of regulatory and technical documentation, an act is drawn up and proposals are prepared for filing complaints to the supplier in accordance with the established procedure, which must send the customer, in exchange for the rejected, suitable overalls, special footwear and other personal protective equipment.

2.5. Deprecated types of overalls and special footwear after the expiration of their wearing period cannot be accepted for use as secondary raw materials, they must be destroyed in accordance with the established procedure.

2.6. The issuance of personal protective equipment must be carried out strictly in accordance with the established industry standards for the free issuance of overalls, footwear and other personal protective equipment and must be registered in a personal card (standard interdepartmental form N MB-6), approved by the Central Statistical Office of the USSR on December 25, 1978 N 1148.

2.7. For the selection of personal protective equipment, the required amount is placed in the room for the selection of overalls.

Ironed overalls (separately for men and women), indicating the size and height, are hung on brackets using hangers.

The brackets should be located in such a way and in such a quantity as to provide a separate demonstration of summer and winter overalls for general and special purposes (for example, dustproof, to protect against mechanical damage, water, etc.).

Special footwear and other personal protective equipment are placed on shelves by type and purpose.

2.8. After a selection of overalls, workers try them on in a fitting room.

If necessary, work clothes are adjusted according to the height and figure of the worker in a separate room for fitting and repairing work clothes, which should contain: a sewing machine, an electric iron, a special ironing machine, a set of fabrics and materials for repair, threads, needles, etc.

2.9. When the selected overalls are issued, the stamp of the institution and the structural unit is put on the edge or collar of the jacket and the lining of the belt of trousers with indelible paint.

2.10. Warm overalls and safety footwear should be issued to workers and employees with the onset of the cold season, and with the onset of the warm season, they should be accepted by the "PPE Point" for organized storage for the next year. The time for using warm overalls and footwear is set by the administration together with the trade union committee, taking into account the local production and climatic conditions.

3. Storage of personal protective equipment

3.1. Overalls, safety footwear and other personal protective equipment coming from the supplier should be stored in a room for storing overalls, safety footwear and other personal protective equipment.

The room must be dry, heated, with natural ventilation, providing one air change per hour.

The room for storing overalls made of rubberized fabrics and rubber shoes should be darkened, with an air temperature of + 5 ° to + 20 ° C and a relative humidity of 50-70%.

3.3. Personal protective equipment can be stored on racks, brackets, in boxes sorted by type, height and protective properties.

3.4. Safety belts should be stored suspended or laid out on racks.

3.5. Fur products (sheepskin coats, sheepskin coats, etc.) are recommended to be stored on racks folded with the front side inward in half along the length.

When storing fur and woolen products, it is necessary to use an anti-milling preparation packed in cotton bags, which are placed between the products.

3.6. Overalls made of rubberized fabrics and rubber shoes should be kept at least 1 meter away from heating systems.

3.7. Safety shoes (boots, boots, slippers) must be stacked on the racks in pairs (boots with the tops spread out).

3.8. Valyana shoes are stacked on wooden flooring in stacks no more than 1.5 meters high.

3.9. Personal protective equipment (helmets, goggles, gas masks, respirators, etc.) can be stored on racks as separate items or packed in boxes, bags, packs.

3.10. The storage of overalls accepted from workers engaged in work with substances harmful to health (lead, its alloys and compounds, mercury, leaded gasoline, radioactive substances, etc.) must be carried out in accordance with the instructions and instructions of the sanitary supervision authorities. dated May 24, 1983 N 100 / P-9.

1.2. The commission for quality control of overalls, special footwear and other personal protective equipment arriving at the enterprise is approved by a joint decision of the administration and the trade union committee of the enterprise.

The Commission is recommended to include representatives of the administration (heads of labor protection services, material and technical supply, accounting, workers of other services, commodity expert) and the trade union committee of the enterprise (deputy chairman of the trade union committee or chairman of the labor protection commission). The size of the Commission is established depending on the number of personal protective equipment received by the enterprise, but not less than three people.

If necessary, specialists from the relevant services of third-party organizations may be involved in the work of the Commission.

1.3. The main task of the Commission is to prevent the use of personal protective equipment at the enterprise that does not correspond to the application in terms of assortment, models, sizes, heights, colors, generic characteristics and other quality indicators established by the relevant standards, specifications, and other regulatory and technical documentation (Appendix 1 ).

The functions of the Commission also include setting the terms for wearing (using) personal protective equipment that were in use and that have undergone appropriate preventive treatment and repair.

1.4. The quality control of personal protective equipment is carried out by the Commission as soon as they arrive at the warehouse of the enterprise, but no later than within 10 days from the date of receipt.

1.5. To check the quality of personal protective equipment in the warehouse of the enterprise, a room with a workplace equipped with a table, a measuring tool, the necessary control devices and devices, regulatory and technical documentation, catalogs, reference books on personal protective equipment and other manuals, a journal for recording the results of inspections should be allocated (Appendix 2).

2. The procedure for checking the quality of personal protective equipment

2.1. Each batch of personal protective equipment received at the enterprise must be subjected to a commissioned external examination and check for compliance with the declared assortment by model, size, height, color, genus, purpose.

2.2. The personal protective equipment received by the enterprise must be subjected to selective, but not less than 10% of the received batch, to control for compliance of the main characteristics of the products with the indicators established for them by standards, specifications and other regulatory and technical documentation.

2.3. Each package (lot) of PPE should be checked for the presence of standard labeling data, including protective properties.

2.4. All workwear products, except for the label, must be stamped with the image of the trademark, the names of the location of the manufacturer, designations for protective properties. In complete products (for example, a jacket with trousers), designations are placed on each product included in the kit.

2.5. The quality of the received PPE must be checked according to the main indicators, in accordance with the current regulatory and technical documentation.

2.5.1. By workwear:

Correctness of labeling;

Correspondence of product dimensions, symmetry of shapes and arrangement of paired parts;

Quality of stitches, seams;

Correctness of processing of fasteners, staples;

The uniformity of the cotton flooring.

2.5.2. For safety footwear:

Correctness of labeling;

Compliance and quality of the materials and accessories used;

Compliance with linear dimensions;

Pairing shoes in size, shape, color;

The quality of fastening shoe parts;

Quality of internal parts (backdrops, toes);

The quality of the lining attachment (presence of undone folds inside the shoe, lining lagging).

2.5.3. On mittens:

Correctness of labeling;

Compliance of the materials used;

Correspondence to the size of the product;

The quality of the lines, seams.

2.5.4. Respiratory protection<*>:

Completeness of delivery (availability of a passport, operating instructions), correct packaging, size assortment of face parts of gas masks;

The presence of deformations and mechanical damage to the facial parts, connecting tubes, filtering and other elements, the integrity of spectacle glasses, the presence of inhalation and exhalation valves;

Compliance with the marking of PPE filter elements specified in the application and the terms of guaranteed storage.

2.5.5. By means of protection for eyes and face:

Completeness of PPE marking (availability of a passport, operating instructions);

The external condition of PPE, spectacles and sight glasses (absence of sharp edges, cavities, cracks, sagging, chips and other defects);

The strength of the fastening of spectacle and sight glasses;

Possibility of replacing spectacles and sight glasses without the use of special tools.

2.5.6. By means of head protection (helmets):

Completeness of the delivery of products (the presence of a comforter, capes, instructions for use);

Availability and correctness of marking (manufacturer's trademark, number of normative and technical documentation, date of manufacture, helmet size);

Appearance of the body and internal equipment (no cracks, bulges and sharp edges, the presence of a leather coating on the frontal part of the carrying tape);

Reliability and durability of fixing the carrying strap and the chin strap in size.

2.5.7. By safety belts:

Availability of markings, passport and operating instructions (marking should include: trade mark of the manufacturer, belt number, OTK stamp and date of manufacture);

The external condition of the elements of the safety belt (no tears on the fabric parts, violations of the integrity of the seams, breaks in fabrics in the places where rivets are installed; on metal parts: cracks, cavities, burrs and violations of the anti-corrosion coating);

Reliability of the buckle and carabiner (the belt should unfasten and fasten without difficulty, the carabiner should be opened with one hand only after pressing the safety device).

PROGRAM OF TRAINING SPECIALISTS PROVIDING WORKERS AND EMPLOYEES WITH PERSONAL PROTECTION EQUIPMENT

For the purpose of training or advanced training, an approximate training plan is provided for specialists involved in the provision and operation of overalls, special footwear and other personal protective equipment according to a 20-hour program.

To conduct classes according to the program, specialists from the clothing and leather and footwear industries, workers in the material and technical supply of the USSR Glavsnab, employees of research institutes and design bureaus engaged in the development of personal protective equipment, etc. should be involved.

The assimilation of the material passed through the training program is assessed by passing an exam, essay or interview.
