More and more enterprises, regardless of their scale and scope of activity, use oversized transportation. This is important for sending equipment, materials for construction, vehicles and other large-sized items and containers. But it is important to remember the complexities that come with this. Requires the availability of equipment and knowledge in the regulation of the admission of transportation.

For the transportation of oversized cargo, permits are required

Let's turn to the Rules of the road. Clause 23.5 clearly states that the permit for the carriage of oversized cargo is carried out according to a certain algorithm, which is specified in the Instruction for the carriage of oversized and heavy cargo by road. This process is not easy and requires certain skills. In this case, a completely expected question arises. Do you really need permission to transport oversized cargo? Undoubtedly! Otherwise, any transportation will be recognized as illegal and entail large fines of up to 500,000 rubles.

Registration of admission

There are three ways to obtain an admission to transportation:

• The shipping company is responsible for the paper robot. The advantage is complete control of the situation and the impossibility of meeting deadlines.
• Contact an authorization company. The advantage of this solution is the transfer of cases to professionals. The downside is the need to independently negotiate with the carrier about renting a road train. If the carrier refuses to meet its obligations, at the time of receipt of the documentation, you are not able to rent another road train with the same package of documents.
• You draw up the documents yourself. Of the advantages, perhaps, cost savings, but there are much more disadvantages. This is both time costs and the impossibility of independent activity due to the distribution of responsibilities between specialized companies and carrier companies, which have in their arsenal a whole department that prepares the necessary documentation.

If you want to get permission for oversized items yourself, you can go one of two ways:

• Submit an application using the state services website.
• Contact the authorized body personally. The list of authorized bodies is detailed in Appendix 3 of the Instruction for the carriage of oversized and heavy cargo by road.

Registration process

Let's consider how to get permission for each option separately.

If you decide to use the portal of state services and have a personal account in it, then find the tab "Ministry of Road Transport of the Russian Federation" from the items presented, select "Federal Road Agency" and indicate that you want to receive a special permit for the export of bulky cargo. Remember that the subordinate organizations of the Federal Highway Agency must geographically coincide with the place where the shipment starts. It is necessary to attach an admission form to the application with information identical to the application information, as well as scanned copies of documents.

The application is supposed to be written according to the model presented in the fourth appendix of the same Instruction, on the letterhead of the organization with a blue seal. It should be accompanied by the original scheme of the road train, in which the dimensions of the train itself and its axle loads are marked.

Copies of documents must be submitted for the tractor and trailer. This includes a vehicle registration certificate, insurance policies and MOT coupons. Do not forget about the power of attorney for the right to obtain permission.

The package of documents required for admission to the transportation of oversized cargo is ready.

Terms of consideration of the application

After you have sent an application with the attached documentation, the process of approval begins with the organizations under their jurisdiction, which have registered the roads along which the road train will pass. This process is complicated, since almost everything is checked - from the height of the electric wires and the presence of gas pipelines along the route to the travel time of the road train, therefore it can take up to 30 days. If one of the organizations has violated the terms of the agreement, the documentation process will be delayed.

Completion of the receipt procedure

With a favorable outcome of the consideration, you are issued a permit in the amount of three copies, which you must now certify to the traffic police. A driver's clearance is required so that in the event that the cargo is oversized or the contents are in danger, it is possible to attach an escort for a company vehicle equipped with flashing beacons.

Why three copies? One will remain with the traffic police, the second with the person carrying out the transportation, and the third remains with the customer.

After all the approval procedures, you will be issued a state duty and an invoice for compensation for the alleged damage in the form of deformations of the road surface, which must be paid.

Upon completion of the necessary procedures, the cargo is sent for transportation.
