The EAEU proposes a gradual alignment of limits on goods for personal use sent in international mail and express cargo. Irina Narkevich, Deputy Minister of Antimonopoly Regulation and Trade, announced this on June 8 at a round table on electronic commerce.

Alignment of limits is a matter for discussion by the Eurasian Economic Commission, Irina Narkevich clarified.

Previously, the site that the EEC proposes to reduce the limits on international postal items from abroad to the territory of the EAEU. It is proposed from January 1, 2019 to reduce the norms to 500 euros and 31 kilograms during a calendar month for one individual, from January 1, 2020 - to 200 euros and 31 kilograms.

According to Irina Narkevich, the introduction of limits up to 200 euros is a premature decision today.

“We consider this issue, after discussing it with the business community, including large Internet platforms and the Internet association, and representatives of domestic enterprises, to be premature,” said Irina Narkevich.

Recall that the limits for parcels from abroad and from abroad were April 14, 2016. The reason for tightening the limits of duty-free import of goods was a significant increase in the volume of import of goods on a commercial scale to individuals without paying customs duties. Last year, Belarusians received 12.7 million international postal items, and only 1% of them, according to the State Customs Committee, exceeded the limit of 22 euros. Now in 2020, the so-called tax on parcels from China and other countries to Belarus works clearly and is 100% debugged. The only good news is that Alexander Lukashenko signed Decree No. 490 “On Customs Regulation” on December 22, 2018, which slightly improved the situation for shopaholics.

The new law increases the monthly rate of duty-free importation of goods into Belarus for personal use in international postal items from 22 euros and 10 kg to 200 euros and 31 kg (in total), while maintaining the one-time rate of one item in the amount of 22 euros and 10 kg.

So how much can I buy from abroad?

The one-time limit on one parcel remains the same - up to 22 euros!!! But in total for a month such parcels can be ordered for 200 euros without consequences.

Orders that do not meet the established limit are not prohibited, but the amount exceeding this limit is subject to customs tax. In addition, it will become mandatory to pay a fixed customs fee, usually in the amount of five euros.

What will happen to me if I have exceeded the order limits from AliExpress and other foreign stores?

Payments for parcels to individuals that exceed the total rate of 200 euros per month are considered commercial consignments and are therefore subject to a customs duty of 30% of the excess price.

And do not confuse! Additionally, you have to pay customs duty. Its value depends on the type of product. For example, for a phone you need to pay an extra 5 euros (and for most of your orders, the surcharge will be just that).

From February 1, 2018, Belpochta offices charge a fee for the storage of international shipments. Information about this is published on their official website.

In case of not claiming any international parcel for more than 7 calendar days at the Belpochta offices, you need to pay 0.36 bel. rubles. for each day of delay.

As you know, the duty-free import of parcels from abroad to Belarus is limited to a one-time norm of one shipment in the amount of 22 euros and 10 kg. And in total per month up to 200 euros and 31 kg.

1. Ask the seller to indicate a lower price for goods

You can just agree. And the sender will indicate the lowest value for the goods. For example, $20 for a Chinese phone with a real value of $150.

But keep in mind that customs officers evaluate the package in their own way. They calculate the average price of the goods in the country where the parcel came from, and set the current price tag. In this case, an examination will be appointed.

And after it, you still have to pay customs duty on a parcel to Belarus from the same Aliexpress or American Eicherb. But to do this, they will have to open each package, which will delay processing for years to come. That's exactly what no one will do!


2. Order parcels for friends in another country

So, what is this tax, how is it calculated and where can it be paid?

Starting from April 14, 2016, every citizen of the Republic of Belarus can receive an international postal item (IGO) per month worth up to 22 euros and weight up to 10 kg. If the established value or weight has been exceeded, then in this case it is necessary to pay customs duty.

The rate is thirty percent from cost or four euros per kilogram of weight. You only pay duty on the portion that exceeds the allowable duty-free threshold.

In addition, you must pay a fee of five euros for customs clearance. This amount is fixed and is not affected by the cost of the parcel.

For a better understanding, let's look at specific example.

For example, you purchased a Xiaomi Note 3 phone on Aliexpress for 140 euro(or $160). In this case, you will pay 40.4 euros. How did this amount come about?

Let's consider in more detail:

  • customs duty (140 - 22) * 30% = 35.4 euros(where €22 is a fixed amount)
  • Customs clearance fee 5 euro;

The cost of shipping the goods is not subject to customs duties. For example, buying a product for 20 euro and paying 35 euro for shipping, you will not pay anything else.

If you want to know the cost of the surcharge, then use the formula where instead of x insert the cost of the goods in euros: (x - 22) * 30% = ... euro

Surcharge is made directly at the post office upon receipt of the goods, the calculation is in Belarusian rubles. Thus, on Aliexpress you simply pay for the order, and already at the post office they tell you how much you have to pay extra.

By the way, Shipping costs are not included! For example, if the cost of a product 22 euro, and delivery - 2 euro, then you will not pay customs duty!

How to avoid customs duty on Aliexpress

There are not so many ways to avoid duty, but they still exist.

First way. It is necessary to try not to buy goods on Aliexpress more expensive than the amount indicated earlier and order only once a month, since the cost of all goods per month will add up. If you buy something in the online store too often, then you can attract relatives, friends and acquaintances. Chinese stores ship absolutely to any specified.

The second way. You can ask the seller in the comments to the order to indicate the amount that will be less than the real one. But do not forget that the customs authorities carry out control. And if they notice too obvious an underestimation, they themselves will determine the cost of goods. And if the trick is revealed, then everything may end up not in the best way for you.
